Authorize the transfer of $268,000 of Street CIP General Fund monies from the <br /> Annual Resurfacing project, CIP No. 15503 (anticipated to be remaining at the <br /> project close-out) to complete funding for this project. <br /> 11. Authorize the transfer of$255,000 of Street CIP General Fund monies from the <br /> Bernal Avenue at Arroyo Del Valle — Second Bridge, CIP No. 99567, to complete <br /> funding for this project. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $4,236,095 (see Attachment 1). A <br /> total of $3,521,925 is available, which includes $3,325,000 of funds allocated in CIP No. <br /> 17503, plus $196,925 through a California Department of Housing and Community <br /> Development grant for the dog park parking lot. Staff recommends a total transfer of <br /> $714,170 from various CIP projects, as outlined in the recommendations above, to <br /> complete funding for this project. <br /> BACKGROUND <br /> There are two components of this project. The first component is the Annual Street <br /> Resurfacing and the second component is the expansion of the Cubby's Dog Park <br /> parking lot. <br /> The Annual Street Resurfacing project is funded as part of the 2017-18 Capital <br /> Improvement Program with a budget of$3,325,000. Funding for this project includes <br /> Measure B, Measure BB, Vehicle Registration Fee, Gas Tax (including SB 1 funding), <br /> and Streets General Fund Reserves. <br /> The Cubby's Dog Park Parking Lot project is funded by the State of California <br /> Department of Housing and Community Development (HCD). On February 5, 2018, <br /> HCD approved the funding amount of$196,925 for the expansion of the existing parking <br /> lot. To attract interested bidders, save costs, and promote timely construction, the <br /> expansion of the parking lot is included under the Annual Street Resurfacing project. <br /> DISCUSSION <br /> Annual Street Resurfacing <br /> This project consists of resurfacing approximately 1,350,000 square feet of roadway <br /> surface on the streets listed in the table below. Depending on the condition of the street, <br /> one of the four following pavement rehabilitation methods is used. The column on the <br /> right of the table indicates the treatment that will be used on each street section. <br /> Overlay (OL):This construction method involves cold-plane milling (grinding) the edges <br /> of the existing pavement, and placing a new surface course of 11/2 to 13/ inches of new <br /> hot mix asphalt (HMA) over the top of the existing pavement. Grinding the edges is <br /> necessary to conform the new overlay with the existing curb and gutter. <br /> Pavement Milling and Overlay (Mill/OL): This construction method involves the removal <br /> of the existing asphalt concrete surface layer of the entire street surface by cold-plane <br /> milling, then applying of 13/ inches HMA over the street surface. The milling or grinding <br /> of the entire street surface is necessary on streets where performing an OL would raise <br /> the crown and increase the cross slopes, particularly along the parking lane, to an <br /> unsatisfactory level. <br /> Page 2 of 5 <br />
