BACKGROUND <br /> The Firehouse Arts Center opened in September of 2010. At that time, the Civic Arts <br /> Division staff determined that a relationship with a professional theater company would <br /> serve to enhance programming. A relationship was developed with Pacific Coast <br /> Repertory Theatre (PCRT) and in January 2011, PCRT produced their first show in the <br /> Firehouse Arts Center. In 2013, City staff conducted a Request for Proposal (RFP) for a <br /> theatrical production company and PCRT was recommended by the screening <br /> committee and the Civic Arts Commission. A contract was approved by City Council. <br /> This contract is set to expire in June 2018. <br /> Anticipating the expiration of the current contract, a Request for Proposal (RFP) for a <br /> theatrical production company was distributed in October 2017 and one company <br /> responded. This RFP requested three (3) productions per year to fit within the following <br /> budget: <br /> • Year 1 of Contract: $165,000 <br /> • Year 2 of Contract: $168,000 <br /> • Year 3 of Contract: $171,000 <br /> The one submittal received by the City included the following budget information: <br /> • Year 1 of Contract: $202,924 <br /> • Year 2 of Contract: $207,000 <br /> • Year 3 of Contract: $212,000 <br /> The RFP was disqualified as it did not fit within the stated budget. <br /> In December 2017, staff redistributed a Request for Qualifications (RFQ) for a theatrical <br /> production company and two companies responded—Tri-Valley Repertory Theatre and <br /> Pacific Coast Repertory Theatre. The request for qualifications asked for two (2) to <br /> three (3) productions per year and for the companies to submit financial proposals. No <br /> dollar amount was designated in this RFQ. <br /> DISCUSSION <br /> A screening committee consisting of two Civic Arts Commissioners (Nene/Wedge- <br /> Bonde) and City Staff reviewed written proposals and financial information and <br /> conducted interviews of both companies. The proposals and interviews from both <br /> TVRT and PCRT were given extensive consideration. <br /> Although the screening committee acknowledged the strong production value of the <br /> shows produced by PCRT over the past few years and the quality of their written <br /> proposal, they unanimously voted to recommend the Tri-Valley Repertory Theatre <br /> (TVRT) as the City's new provider of theatrical production services. TVRT was <br /> recommended by the screening committee based upon several key factors, including: <br /> • TVRT's long standing experience working in Pleasanton and the Tri-Valley as a <br /> Pleasanton based business; <br /> Page 2 of 4 <br />
