BACKGROUND <br /> Plan review and inspection service companies provide the same services to multiple <br /> jurisdictions, and the current demands on any one firm may exceed their ability to <br /> provide timely services to the City of Pleasanton. To meet the consistently high volume <br /> of construction activity in our City, the Building and Safety Division contracts with <br /> multiple companies, distributing plan review assignments to those companies who <br /> consistently meet our requirements for quality and timeliness. Some plan reviews are <br /> assigned to a particular consultant because their staff has specific expertise, such as an <br /> unusually complex structural or electrical plan review. <br /> After a recent change in corporate ownership, members of the highly experienced plan <br /> review team at CEL Consulting, Inc. have left that firm and re-established themselves <br /> as Independent Code Consultants, Inc. The City's popular over-the-counter plan review <br /> service at the Permit Center was started by these plan checkers, and they continue to <br /> perform this service weekly. These plan reviewers have provided excellent service to <br /> the City of Pleasanton for many years, including recent projects such as new buildings <br /> at Roche Molecular, the Clorox campus, Pleasanton Gateway, CLC Stoneridge Creek, <br /> Applied Biosystems/Thermo Fisher, and Workday. This plan review team continues to <br /> be involved with the relatively complex Workday project from inception, which has <br /> already had more than a dozen revisions since breaking ground. Maintaining the <br /> continuity of plan review on this particular project is invaluable, as other consultants do <br /> not have the inherent knowledge of the project as this team. As such, staff is <br /> recommending a contract to ICCI on a sole source basis without undergoing a <br /> competitive selection process. <br /> DISCUSSION <br /> Approval of this sole source agreement with Independent Code Consultants, Inc. is <br /> recommended to provide continuity on the Workday project, as well as to maintain an <br /> excellent source of plan review to our staff and applicants on many other projects. <br /> The proposed contract term matches the City's contract with other consultants firms, <br /> ending on June 30, 2020, and may be renewed at the discretion of the City at the same <br /> terms for up to two additional years. <br /> Submitted by: Fiscal Review: Approved by: <br /> IP\ <br /> Gerry Beaudin Tina Olson Nelson Fialho <br /> Director of Community Director of Finance City Manager <br /> Development <br /> Attachments: <br /> 1.
