L� <br /> ° "' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON© <br /> March 20, 2018 <br /> Community Development <br /> Building and Safety Division <br /> TITLE: APPROVE A CONSULTANT AGREEMENT WITH INDEPENDENT CODE <br /> CONSULTANTS (ICC!), INC., TO PROVIDE ON-CALL BUILDING AND <br /> FIRE CODE PLAN REVIEW AND PERMIT COUNTER SERVICES <br /> SUMMARY <br /> The City of Pleasanton Community Development Department (CDD) and Livermore- <br /> Pleasanton Fire Department (LPFD) have historically utilized consultant services for <br /> Building and Fire Code plan review and permit counter services. CEL Consulting, Inc., <br /> 4LEAF, Inc., Shums Coda Associates, TRB + Associates, Inc., and West Coast Code <br /> Consultants, Inc., are currently under contract to provide these services. Staff is seeking <br /> Council approval to add Independent Code Consultants, Inc. (ICCI) to the list of <br /> approved plan review consultants. <br /> RECOMMENDATION <br /> 1. Approve the Professional Services Agreement with Independent Code <br /> Consultants, Inc., to provide necessary Building and Fire Code plan review and <br /> permit counter services, on a sole source basis. <br /> 2. Authorize the City Manager to execute the attached subject contract. <br /> FISCAL IMPACT <br /> There is no additional fiscal impact to the City by adding ICCI as an additional plan <br /> review consultant firm. The consultant plan review fee is a "pass-through," meaning that <br /> the City collects fees from applicants that are then used to cover the cost of the service <br /> and our administration of the service. When plan reviews are assigned to consultants, <br /> the City retains 35 to 60 percent of that plan review fee, and the consultants earn the <br /> remaining 40 to 65 percent of that fee. Fire Permit plan review services are also <br /> administered through these agreements, but are funded separately from the LPFD fire <br /> plan review revenue account. The approved fiscal year 2017/2018 budget is $1.1 million <br /> for Building and Fire Code plan review and inspection services. <br />
