BACKGROUND <br /> For the past 12 years, the City Council has adopted a two-year work plan designed to <br /> inform the community of the Council's "shared vision," and to provide the city manager <br /> with the policy direction needed to direct City resources, including preparation of the <br /> annual operating budget and capital improvement program and budget. <br /> Items listed in the 2017-2018 Work Plan include projects identified by the public through <br /> the City Council priority-setting workshop, individual mayor and councilmember goals, <br /> projects identified by City staff, and projects discussed collectively by the City Council. <br /> Items range from major capital improvement projects and master planning efforts to <br /> community-focused events and internal organizational initiatives. Following the priority- <br /> setting process, at its March 21, 2017, meeting, the Council officially adopted the 2017- <br /> 2018 Work Plan. The results of the Work Plan were then incorporated into the City's FY <br /> 2017/18 - FY 2018/19 Operating Budget and Capital Improvement Program. <br /> The Work Plan does not rank projects by priority; instead, the City Council's current 88 <br /> goals and objectives are organized into 12 categories, each reflecting a broad overview <br /> of the city's short- and long-term objectives: <br /> 1. Develop Bernal Community Park <br /> 2. Implement the City's General Plan <br /> 3. Maintain Fiscal Responsibility <br /> 4. Address Affordable Housing Needs <br /> 5. Implement Improved Traffic Circulation Measures <br /> 6. Foster Economic Prosperity <br /> 7. Strengthen Youth Programs, Services, and Activities <br /> 8. Ensure a Safe and Secure Community <br /> 9. Protect and Enhance Pleasanton's Quality of Life, including Downtown <br /> 10. Pursue Environmental Awareness, Health, Land Use and Preservation Issues <br /> 11. Operate an Effective and Cost-Efficient Government <br /> 12. Establish Integrated Initiatives for Organizational Success <br /> DISCUSSION <br /> Over the past year, City staff has provided quarterly updates to the 2017-2018 Work <br /> Plan, providing information about the projects' updated scope and progress toward <br /> completion for the benefit of the City Council and the community. To date, <br /> approximately 28 projects (or major phases of the project) have been completed, with <br /> 13 projects/goals planned or budgeted for future commencement, 42 projects/goals <br /> currently underway, three ongoing projects/goals, and two projects/goals not yet <br /> scheduled, but anticipated to be completed in late 2018. It is important to recognize that <br /> inclusion in the work plan reflects that a project is valuable to the community, although it <br /> is unlikely that all 88 projects will be completed in the two-year timeframe, given <br /> availability of resources or the need for coordination with other agencies. <br /> Page 2 of 4 <br />
