BACKGROUND <br />The Softball Fieldhouse and Scorekeeper's Booth Renovation (SFH) project and the <br />Dolores Bengtson Aquatic Center Locker Room Renovation project are both major <br />maintenance projects, funded in the City's Capital Improvement Project budget. <br />Softball Field House and Scorekeeper's Booth Renovation Project <br />The SFH was built in 1990; the wood siding and roofing have been in service for more <br />than 27 years and have reached the end of their maintainable service life. Water <br />infiltration along the bottom of the structure has caused some isolated rotting of the <br />siding and doors. New siding material and site drainage improvements are proposed to <br />correct this issue. In addition, the project included planned interior improvements for <br />new paint, carpet, lighting, repurposing of an existing room to a new office space, and <br />various American with Disabilities Act (ADA) upgrades. On March 30, 2017, the Director <br />of Engineering authorized ATI Architects to prepare plans and specifications with a <br />design budget of $67,240, which was augmented on September 14, 2017 (with an <br />additional $4,795) to a not -to -exceed total design budget amount of $72,135. Design <br />was completed and the project advertised for construction bid on October 28, 2017 with <br />a bid opening date of December 1, 2017. The estimated construction cost at the time of <br />advertising was $592,000. <br />Dolores Bengtson Aquatic Center Locker Room Renovation Project <br />The DBAC locker rooms were built in 1996 with masonry perimeter building, using <br />standard wood and drywall interior construction and block wall for the shower area <br />within the approximately 2,600 square foot locker facilities. The interior of the facility is <br />showing its age, with ponding issues at various locations on the concrete floor slab. The <br />existing lockers are small and do not meet the current demand, while the communal <br />shower area fixtures, drain system and bathrooms require a considerable amount of <br />maintenance and do not meet current code and load requirements dictated by the size <br />of the pool facilities. The lighting in both locker rooms is also not bright enough for <br />current standards. Additionally the existing perimeter fencing and access gates for the <br />pool facilities do not meet current code requirements. On May 2, 2017, City Council <br />authorized Arch-Pac, Inc. to prepare the DBAC plans and specifications with a not -to - <br />exceed design budget of $100,000. Design was completed and the project advertised <br />for construction bid on November 4, 2017, also with a bid opening date of December 1, <br />2017. The estimated construction cost at the time of advertising was $1,300,000. <br />DISCUSSION <br />Softball Field House and Scorekeeper's Booth Renovation Project <br />ATI Architect's estimate was $592,000. Only two bidders submitted bids on the project <br />by the close of the bidding period on December 1, 2017. The low bid was $1,165,000, <br />and the second was $1,395,000. The low bid received is approximately 97% higher than <br />the architect's estimate. There is a total of $709,000 available in the FY 2017-18 CIP for <br />this project ($456,000 less than the low bid). <br />Dolores Bengtson Aquatic Center Locker Room Renovation Project <br />Arch-Pac's estimate for the construction of the project was $1,300,000.
