David Stark, representing the Board of Directors for Pleasanton Gardens Incorporated, explained <br /> the process of the previously mentioned project; thanked and congratulated the City Council for <br /> bringing the project to a close and placing an emphasis on lower-income seniors. <br /> Michelle Kositch spoke regarding the Villages at Ironwood community, related cul-de-sac parking <br /> restrictions and access to emergency vehicles. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 14. Consider adopting a resolution accepting the mapping of the Southeast Hills pursuant to Measure <br /> PP, Save Pleasanton's Hills and Housing Cap Initiative <br /> Director of Community Development Gerry Beaudin introduced the project and brief background. <br /> Associate Planner Megan Canales presented the details of the staff report, including background <br /> of Measure PP, goals, general location, slope map, ridgelines and spurs, development potential <br /> map and staff recommendation. <br /> Councilmember Brown inquired as to the language in the report and the lack of need for a <br /> definition for the term "spur." <br /> Mr. Beaudin noted that due to the nature of the spur, they are rendered undevelopable, as such <br /> no additional definitions are recommended. <br /> Councilmember Brown expressed concern about the text in the staff report and resolution relating <br /> to methodology and mapping of the southern hills, pursuant to Measure PP, being employed in <br /> other areas of the City. <br /> Mr. Beaudin noted that is the expectation of other applicants to follow the methodology used in <br /> this instance as a starting point, should the Council approve it, however, it's expected that the <br /> methodology will get more specific to other projects. It is not recommended that this policy be <br /> broadly applied. <br /> Councilmember Pentin noted that mapping can be scaled, but utilizing the same methodology, <br /> future applicants will have to map land. <br /> Councilmember Narum inquired as to the notification of the surrounding property owners. <br /> Councilmember Brown requested that the same process and same mapping technology be used <br /> if another project should be proposed. <br /> City Manager Nelson Fialho suggested that the Council direct staff whether the language in the <br /> resolution be changed from "can" to "shall" with regards to the methodology of the mapping to be <br /> applied to future projects. <br /> Mayor Thorne noted there were no one who wished to address this item. <br /> City Council Minutes Page 3 of 5 December 5, 2017 <br />
