MOTION: It was m/s by Brown/Pentin to waive full reading and adopt Resolution 17-981 <br /> accepting the mapping of the Southeast Hills pursuant to Measure PP, Save Pleasanton's Hills <br /> and Housing Cap Initiative, as amended. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> 15. Adopt a resolution to accept the FY 2016/17 Year-End Operating Budget Report and designate <br /> General Fund Reserves <br /> Director of Finance Tina Olson presented details of the year-end report including the review of the <br /> financial results for the City's operating budget, general fund overview, general fund revenue <br /> variance, comparison between FY 2015/16 and FY 2016/17, general fund expenditures, general <br /> fund transfers, year-end general fund surplus allocations, general fund operating reserves, water <br /> fund overview and highlights, sewer fund overview and highlights, golf fund overview and <br /> highlights, repair& replacement fund overview and highlights and next steps. <br /> Councilmember Pentin inquired into a percentage noted in the repair and replacement fund. <br /> Mayor Thorne.expressed concern about the downward trend of sales tax revenue. <br /> Councilmember Narum inquired as to staffs recommendation regarding the surplus allocated to <br /> the prefund PERS liability. <br /> Ms. Olson confirmed that the surplus allocation to the prefund PERS liability would only stay <br /> temporarily until Council decided how to deal with the PERS unfunded liability at a future meeting. <br /> Councilmember Brown commented on the increase in water sales. <br /> Councilmember Olson inquired as to the financial status of the golf course. <br /> City Manager Nelson Fialho reiterated that the unusually rainy season took a toll on the sales <br /> revenue of the golf course and the overall downward trend in the popularity of the game of golf. <br /> Councilmember Narum commended the work of City staff for the 3% increase in revenue and <br /> their hard work in maintaining the budget. <br /> Mayor Thorne commended the work of City staff. <br /> Councilmember Brown commented on the upcoming item related to the CaIPERS debt. <br /> Mayor Thorne noted there were no one who wished to address this item. <br /> MOTION: It was m/s by Narum/Pentin to waive full reading and adopt Resolution 17-982 <br /> accepting the FY 2016/17 Year-End Operating Budget Report and designate General Fund <br /> Reserves.
