Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> potential impacts related to geology, soils, and seismicity that may result under <br /> development of the Specific Plan. <br /> • Energy, Climate Change,and Greenhouse Gas Emissions(D&B).Analyze impacts <br /> associated with energy use and GHG emissions from the Specific Plan. Prepare <br /> an analysis of greenhouse gas and climate change impacts focusing on <br /> greenhouse gases (GHGs) of greatest concern, carbon dioxide, (CO2), methane <br /> (CH4) and nitrous oxide (N20) that will be generated from Specific Plan <br /> adoption. Quantify construction-related and operational GHG emissions for the <br /> Specific Plan and evaluate significance based on guidance provided by the <br /> BAAQMD,state mandated GHG reduction goals,and recent case law: <br /> Analyze impacts on energy resources associated with buildout of the Specific <br /> Plan. Include an overview of applicable regulations, as well as existing energy <br /> resources in the state and region. Quantitatively analyze energy consumption <br /> from construction and operational sources associated with the Specific Plan. <br /> Discuss and quantify to the extent feasible policies to conserve and reduce <br /> energy consumption. Evaluate significance based on whether the Specific Plan, , <br /> would result in an inefficient, wasteful, and unnecessary usage of energy, <br /> consistent with CEQA Guidelines Appendix F. <br /> • Hazards and Hazardous Materials (D&B). Assess potential impacts on general <br /> public health and safety; the potential for new development or redevelopment <br /> to result in areas where there are public safety issues or hazardous materials; <br /> potential safety hazards related to the nearby airport; and potential conflicts <br /> with emergency response plan or emergency evacuation plan. <br /> • Hydrology, Drainage,and Water Quality(D&B).Assess whether implementation <br /> would violate water quality standards or waste discharge requirements; deplete <br /> or interfere substantially with groundwater, alter drainage patterns or cause <br /> erosion or siltation effects; increase polluted runoff or exceed drainage system <br /> capacity; or result in flood hazard. <br /> • Land Use, Population and Housing(D&B). The EIR will include information on <br /> population, employment, and housing. Potential change in the City's population <br /> directly attributable to the implementation of the proposed Specific Plan,ability <br /> of future developments to meet projections of ABAG, changes in community <br /> demographics and character, and changes in employment opportunities will be <br /> evaluated. Consistency with the General Plan, including the Housing Element, <br /> will be evaluated. <br /> • Noise/Vibration (CSA). Conduct long-term (e.g., 72-hour) continuous noise <br /> measurements at up to three locations in the Planning Area. Analyze the <br /> measurement data and calculate daily noise levels. Use the results to calibrate <br /> our traffic noise analysis. Calculate traffic noise levels based on provided <br /> 2 The City of Pleasanton has an adopted Climate Action Plan in 2012.
