Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> Maps, graphics, tables, and charts will be used to depict clearly the location and nature <br /> of any potential significant impacts identified in the Draft EIR, and any other relevant <br /> information. Specific topic areas expected to be addressed in the Draft EIR are <br /> summarized below: <br /> • Aesthetics (D&B). Analyze impacts on visual resources following standards of <br /> professional practice for aesthetic analysis. The likely key potential impacts <br /> associated with the Specific Plan include the change in visual character of the <br /> area with redevelopment,which will be assessed at a qualitative level relative to <br /> the existing conditions. <br /> • Air Quality (D&B). Analyze air quality impacts consistent with all applicable <br /> procedures and requirements of the Bay Area Air Quality Management District <br /> (BAAQMD). Assess consistency of the Specific Plan with the regional Bay Area <br /> Air Quality Management District's Clean Air Plan, with reference to population <br /> and employment forecasts as well as trends in vehicle miles traveled. Describe <br /> existing air quality conditions, estimate air quality impacts associated with <br /> implementation of the Specific Plan,providing separate emission inventories for <br /> each, and identify mitigation measures for each. Use CaIEEMod to estimate <br /> emissions of ozone precursors (reactive organic gases [ROGs] and nitrogen <br /> oxides [NOX]), carbon monoxide (CO), and inhalable particulate matter (PM10 <br /> and PM2.$) emitted by vehicles operated on existing roadways under both <br /> existing conditions and future buildout conditions. Evaluate construction <br /> emissions at a programmatic level for.the Specific Plan, and provide mitigation <br /> measures. Identify Specific Plan goals, policies,and objectives that will minimize <br /> potential health-related impacts) <br /> • Biological Resources (D&B). Any biological resources in the Planning Area are <br /> likely to be limited to Arroyo del Valle, which has been highly modified from its <br /> natural state. Conduct a California Natural Diversity Database (CNDDB) search <br /> for presence of special status species. Evaluate the project's effects on identified <br /> biological resources,and recommend mitigation as warranted. <br /> • Cultural, Tribal, and Historic Resources (D&B). Assess potential impacts to <br /> cultural and historic resources as a result of implementation of the Specific Plan. <br /> Conduct a records search at the Northwest Information Center (NWIC), and <br /> consult the City's Historic Resource Property survey to identify any known <br /> archaeological and historic resources within the Planning Area. Tribal cultural <br /> resources will be addressed, pursuant to requirements of Senate Bill (SB) 18 <br /> and Assembly Bill (AB) 52. Assess potential adverse impacts to resources and <br /> identify standard mitigation measures. For any identified adverse impacts, <br /> include mitigation or recommended policies for future development within the <br /> Planning Area. <br /> • Geology and Seismicity (D&B). Review available geologic and seismic hazard <br /> mapping to describe of existing conditions in the Planning Area.
