Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> existing and future traffic volumes, speeds, and truck percentages for each <br /> roadway segment to be included in the model. Characterize existing and noise <br /> conditions with noise contours, and prepare noise contour map for the future <br /> project scenario, based on future traffic data. Overlay the two noise contour <br /> maps to understand noise impacts on sensitive uses, and outline any needed <br /> policy-level mitigation. Optional: If train vibration measurements are required, <br /> cost for this will be additional$3,400. <br /> • Public Facilities and Recreation (D&B). Assess parkland demand and impacts, <br /> and any resulting environmental impacts from need for new facilities such as <br /> schools, police stations, and fire-fighting facilities due to new project residents <br /> and employees.As part of this effort,contract service providers (such as schools <br /> and fire department) to understand any issues related to capacity or need for <br /> new facilities. <br /> o Traffic and Transportation (F&P). Land use and roadway network changes <br /> contemplated in the Pleasanton Downtown Specific Plan have the potential to <br /> change existing travel patterns, increase the level of activity within the Civic <br /> Center Area, and encourage increased walking, bicycling and transit trips. The <br /> following presents our proposed scope of work to conduct a detailed <br /> transportation evaluation. <br /> Study Assumptions <br /> Fehr & Peers will prepare an assumptions memorandum detailing proposed <br /> transportation analysis assumptions. This task will include estimates of project <br /> trip generation, trip distribution, analysis scenarios and locations, forecasting <br /> parameters, and significance criteria for review and comment by the project <br /> team prior to the commencement of the technical analysis. <br /> Data Collection <br /> Based on the analysis locations identified in Task 1, Fehr & Peers will retain a <br /> traffic count data collection firm to collect morning and evening peak period3 <br /> intersection turning movement counts, including a separate count of vehicles, <br /> pedestrians, bicyclists and trucks, at up to 10 locations. We will conduct field <br /> reconnaissance to document the existing roadway network for all travel modes <br /> and observe roadway and intersection operations. <br /> Impact Analysis <br /> The intersection peak hour level of service at each study intersection will be <br /> calculated using the 2000 Highway Capacity Manual method. The impact <br /> analysis will be conducted for the following scenarios for up to 10 intersections: <br /> A preliminary review of available traffic counts indicates that at some locations on Main Street, weekday <br /> morning peak hour vehicle traffic is higher than during the weekday evening peak hour, while along the <br /> Downtown periphery(Bernal Avenue and First Street),weekday evening peak hour traffic is higher,meaning <br /> that evaluating the plan for only one peak hour condition could understate potential impacts at some <br /> locations. <br /> - 5 - <br />
