Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> Meeting Product <br /> Scoping Meeting Notice of Preparation <br /> Tribal Consultation Letter <br /> TASK 2: DRAFT ENVIRONMENTAL IMPACT REPORT <br /> Objective: Prepare the Draft Program EIR for the Specific Plan. Report format and content <br /> will be in full compliance with the State CEQA Guidelines (as of the NOP), and the City's <br /> environmental guidelines and procedural requirements. General EIR organization will <br /> include a discussion of existing conditions, potential direct and indirect/secondary <br /> environmental impacts, and the recommendation of mitigation measures for each affected <br /> issue area. To present information in a concise and easily understood format, text will be <br /> supplemented with graphics and tables. <br /> The Draft EIR and redlined Downtown Specific Plan (being prepared under a separate <br /> scope) will be prepared concurrently so that to the greatest extent possible, significant <br /> impacts may be mitigated through Plan policies, creating a largely ':self-mitigating"plan.If <br /> the Draft Specific Plan or chapters have been largely completed by the time the Specific Plan <br /> EIR sections are done, additional policies that will serve as mitigation will be identified <br /> based on EIR analysis. <br /> A. Establish Specific Plan Horizon Year and Calculate Buildout(D&B). In consultation with <br /> City staff,the Specific Plan horizon year will be established (potentially 2035 or 2040). <br /> Given that the regional plans (Plan Bay Area) and transportation models extend out to <br /> 2040, it may be expedient to use 2040 as the horizon year. Establishment of the <br /> horizon year is crucial, as it affects buildout quantities, as well as forecasts for traffic, <br /> GHGs,etc. <br /> B. Prepare Project Description/Calculate Specific Plan Buildout (D&B). Key features of the <br /> Specific Plan Update will be outlined. D&B will work with City staff to determine a <br /> cumulative projects list that will included as part of the project description. D&B will <br /> calculate the Specific Plan buildout (such as housing units, population, square feet of <br /> non-residential space) based on assessment of vacant and underutilized sites, and <br /> information on current development projects provided by City staff. The estimate of <br /> potential development will be confirmed with City staff, and after approval, broken <br /> down by Traffic Analysis Zones (TAZs). <br /> C. Establish Significance Thresholds. Prior to commencing the EIR analysis, D&B will <br /> determine the significance thresholds that will be used in the impact analysis and <br /> prepare a memorandum outlining the recommended thresholds for team review and <br /> approval. <br /> D. Environmental Setting and Impact Analysis. The effect of Specific Plan policies and <br /> development potential on the environment will be analyzed and significant impacts <br /> will be identified. The impact analysis will be comprehensive in scope, covering all <br /> CEQA requirements except Agricultural Resources and Mineral Resources, which will <br /> be"scoped out" from further review in the EIR. <br />
