Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> Exhibit A-1 <br /> Scope of Work <br /> This following outlines our proposed work program for an Environmental Impact Report <br /> (EIR) to support the Pleasanton Downtown Specific Plan Update. Where appropriate, <br /> information from the General Plan and other EIRs, including the 2001 DSP EIR will be <br /> incorporated,whether directly or by reference.The EIR will be a standalone EIR; however, <br /> the EIR could be structured as a Supplemental or Subsequent EIR or a Mitigated Negative <br /> Declaration as needed. <br /> It is the goal of the overall work program to ensure that the Draft Specific Plan will be <br /> largely "self-mitigating". Thus, where significant impacts can be reduced or avoided through <br /> mitigation, this mitigation will be identified in the form of Specific Plan policies. It is also <br /> assumed that except for EIR-specific meetings—such as the scoping meeting—hearings and <br /> other meetings will be shared with those in the Specific Plan scope of work. <br /> Thework program is organized into three tasks. Initials in parentheses identify the lead <br /> firm for each sub-task: <br /> a D&B: Dyett&Bhatia,Urban and Regional Planners <br /> • F&P: Fehr&Peers,Transportation Planners <br /> e CSA:Charles Salter Associates, Noise Consultants <br /> • BKF: BKF Civil Engineers <br /> TASK I: NOTICE OF PREPARATION & SCOPING <br /> Objective: The Notice of Preparation will be prepared, and tribal consultation notices sent <br /> out.Because an EIR will be conducted,an environmental checklist will not be prepared. <br /> A. Notice of Preparation (D&B). D&B will prepare an administrative draft of the Notice of <br /> Preparation (NOP) for the EIR using the City's or D&B's NOP template. D&B will <br /> prepare the final NOP based on one round of City comments. D&B will send the NOP to <br /> the State Clearinghouse; City staff will mail out the NOP to surrounding cities and <br /> others on its EIR mailing list.Comments on the NOP and from the scoping meeting will <br /> be included in an Appendix of the Draft EIR. <br /> B. Tribal Consultation (D&B). D&B will draft the AB 52 notices and mail/email them to <br /> tribes that have requested to be on the City's notification list, and any others identified <br /> by the Native American Heritage Commission. Should any tribes request consultation, <br /> the City, as the lead agency, would be responsible for implementing that process. <br /> Should City request consultant guidance/assistance/attendance at these meetings, <br /> these would be provided as additional service. <br /> C. Scoping Meeting (D&B). A scoping meeting on the EIR will be held during the 30-day <br /> scoping period.At the meeting, the EIR scope and process will be outlined,and written <br /> and verbal comments received. <br /> - I <br />
