• Engineering Study: An engineering study will evaluate existing water, <br /> wastewater, and stormwater infrastructure conditions, and further, will provide an <br /> assessment of infrastructure upgrades needed to support buildout of the <br /> proposed land use plan, including planning-level cost estimation. <br /> • Traffic and Transportation Engineering: A traffic and transportation study would <br /> analyze proposed land use and roadway network changes in the preferred plan, <br /> subsequent to securing data for existing conditions. Impacts to study <br /> intersections would be calculated using a traffic model, and mitigation measures <br /> will be identified for impacts that exceed thresholds established in the <br /> significance criteria. <br /> • Noise Analysis: A noise analysis would calculate traffic noise levels based on <br /> provided existing and future traffic volumes, speeds, and truck percentages for <br /> each roadway, and use this data to inform a noise contour map for the future <br /> project scenario. The outcome of the analysis will be used to understand noise <br /> impacts on sensitive uses and identify policy-level mitigation. <br /> In addition, staff is requesting a contingency budget of$27,671 for additional work items <br /> not included in this amendment or the original budget. The total amount of the <br /> professional services contract, including the amendment would be $533,366, plus a <br /> 12 percent contingency of the additional contract amount. Dyett & Bhatia is the lead <br /> professional services firm working on this effort, and staff believes that its qualifications <br /> and understanding of the project make it the best qualified firm to undertake the CEQA <br /> analysis. Further, the additional subconsultants including civil engineering firm BKF <br /> Engineers, traffic engineering firm Fehr & Peers, and noise consultant Charles Salter <br /> Associates are well qualified to perform the work necessary and are familiar with <br /> Pleasanton. Since this contract amendment is subject to City Council approval, and <br /> because the services included with the amendment are an expansion of an existing <br /> contract secured subsequent to competitive bidding, an additional request for <br /> qualifications is not required. <br /> Staff believes the above additional work items are essential to the forthcoming <br /> discussion with the Task Force, and for the amended Specific Plan to be adopted by the <br /> City.
