• Pleasanton Downtown Specific Plan EIR Scope of Work F. Project Alternatives (D&B; F&P). This section will include analysis of the No Project Alternative, which will be the continuation of existing land use regulations, and two additional alternatives. The relative merits and disadvantages of the alternatives will be assessed and compared with the proposed Specific Plan. An "environmentally superior" alternative will be identified. The alternatives analysis will be less detailed than the analysis of the proposed project. G. Administrative Draft, Screencheck Draft, and Draft EIR (D&B). Prepare Administrative Draft EIR.Upon review and comment by appropriate City staff,a Screencheck Draft will be prepared. Following approval of the Screencheck Draft and any final changes, the Draft EIR will be prepared for distribution. D&B will send the Draft EIR hard copies/CDs/thumb drives (as specified under Products) to the State Clearinghouse for distribution.The City will be responsible for any additional notification, such as to any property-owners and interested agencies. H. Notice of Completion (D&B). Prepare the Notice of Completion (NOC) for the Draft EIR for distribution. Meetings Products Admin. Draft EIR Draft EIR Notice of Completion TASK 3: DRAFT ENVIRONMENTAL IMPACT REPORT Objective: Final Environmental Impact Report (Response to Comments) for the Specific Plan. A. Prepare Final EIR (D&B). Following the 45-day public review period, D&B and team members,as necessary,will prepare an administrative draft of Final E1R that responds to all comments submitted. Following staff review,we will prepare a final version. D&B will provide the City with print-ready PDF files of the Final EIR suitable for publishing on the internet.Because of the number or responses and the effort required to respond to them is not knowable in advance, our budget allocates up to 90 hours of staff time to this effort.Additional time beyond this would constitute additional.services. B. Public/Decision-Maker Meeting(D&B; F&P). D&B and F&P will attend up to one public meeting or decision-maker hearing to present results of the environmental analysis. C. Prepare Statement of Overriding Considerations and Findings of Fact.
