• <br /> Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> F. Project Alternatives (D&B; F&P). This section will include analysis of the No Project <br /> Alternative, which will be the continuation of existing land use regulations, and two <br /> additional alternatives. The relative merits and disadvantages of the alternatives will <br /> be assessed and compared with the proposed Specific Plan. An "environmentally <br /> superior" alternative will be identified. The alternatives analysis will be less detailed <br /> than the analysis of the proposed project. <br /> G. Administrative Draft, Screencheck Draft, and Draft EIR (D&B). Prepare Administrative <br /> Draft EIR.Upon review and comment by appropriate City staff,a Screencheck Draft will <br /> be prepared. Following approval of the Screencheck Draft and any final changes, the <br /> Draft EIR will be prepared for distribution. D&B will send the Draft EIR hard <br /> copies/CDs/thumb drives (as specified under Products) to the State Clearinghouse for <br /> distribution.The City will be responsible for any additional notification, such as to any <br /> property-owners and interested agencies. <br /> H. Notice of Completion (D&B). Prepare the Notice of Completion (NOC) for the Draft EIR <br /> for distribution. <br /> Meetings Products <br /> Admin. Prepare Final EIR (D&B). Following the 45-day public review period, D&B and team <br /> members,as necessary,will prepare an administrative draft of Final E1R that responds <br /> to all comments submitted. Following staff review,we will prepare a final version. D&B <br /> will provide the City with print-ready PDF files of the Final EIR suitable for publishing <br /> on the internet.Because of the number or responses and the effort required to respond <br /> to them is not knowable in advance, our budget allocates up to 90 hours of staff time to <br /> this effort.Additional time beyond this would constitute additional.services. <br /> B. Public/Decision-Maker Meeting(D&B; F&P). D&B and F&P will attend up to one public <br /> meeting or decision-maker hearing to present results of the environmental analysis. <br /> C. Prepare Statement of Overriding Considerations and Findings of Fact.
