Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> — Bicycle access and circulation within and adjacent to the plan area, <br /> including preparation of maps showing existing and planned bicycle <br /> facilities in the plan area. <br /> This review will consider the updated Appendix G Environmental Checklist <br /> Form for transportation. <br /> Congestion Management Agency Assessment <br /> A separate analysis of regional roadways is recommended to comply with <br /> requirements of the Alameda CTC. The Alameda CTC requires the analysis of <br /> project impacts to Metropolitan Transportation System (MTS) roadways for <br /> development projects that would generate more than 100 PM peak hour trips. <br /> We will evaluate up to 20 roadway and freeway segments for the Alameda CTC <br /> assessment. <br /> Vehicle Miles of Travel <br /> Fehr& Peers will use the City of Pleasanton and Alameda CTC models to assess <br /> vehicle miles of travel (VMT) for the proposed plan. This analysis will be <br /> conducted using guidance from the state Office of Planning and Research (OPR). <br /> This analyses will be done for baseline (existing conditions), No Project, Project, <br /> and up to two additional alternatives. Average travel speeds will be calculated <br /> for use in air quality, GHG, and noise analyses.The resulting VMT estimates will <br /> be compared to other sources for reasonableness, including the California <br /> Household Travel survey, and other VMT estimates prepared by other regional <br /> agencies as available. <br /> As per OPR's latest technical advisory,VMT assessments are optional until 2020. <br /> However, other responsible agencies may provide comments on the public <br /> review environmental document related to the provision of a VMT analysis and <br /> we assume that this the VMT analysis would be prepared for informational <br /> purposes only unless the City adopts VMT thresholds of significance¢ prior to <br /> the completion of the assessment. <br /> o Utilities and Service Systems (BKF, D&B). Describe existing utility providers, <br /> system capacity,and improvement plans.Evaluate the net change in the demand <br /> • <br /> for water, wastewater, solid waste, and energy, relative to existing and planned <br /> capacity for the utilities. Discuss whether implications of the project trigger the <br /> expansion or construction of other new infrastructure or facilities, based on the <br /> infrastructure needs assessment and related information provided by BKF (see <br /> Task 4). <br /> E. CEQA-Required Impact Analysis (D&B). As required, additional impacts need to be <br /> assessed beyond the detailed analysis by topic area. These include Growth-Inducing <br /> Impacts, Significant Environmental Effects of the Proposed Project, Significant <br /> Irreversible Environmental Changes,and Effects Found Not to Be Significant. <br /> 4 Although the City of Pleasanton has discretion to establish VMT-related significance criteria, OPR guidance <br /> specifies that a project generating 15 percent less than baseline VMT could be considered less-than-significant. <br /> - 7- <br />
