Pleasanton Downtown Specific Plan EIR <br /> Scope of Work <br /> Scenario 1:Existing Conditions - Existing volumes obtained from traffic counts <br /> and the existing roadway system configuration. <br /> Scenario 2: Far-Term (Cumulative) No Project Conditions - Projected traffic <br /> volumes and the projected roadway system using the City of Pleasanton Travel <br /> Demand Model. The traffic forecasts include Approved and Pending projects, in <br /> addition to build out of land uses consistent with the General Plan, adopted <br /> Housing Element and current Downtown Specific Plan. Roadway improvements <br /> to assume in this scenario will be discussed with City Staff. <br /> Scenario 3:Far-Term (Cumulative) Project Conditions with Preferred Project - <br /> Traffic volumes from Scenario 2 plus traffic estimated from land use and <br /> roadway network changes'proposed as part of the preferred plan. <br /> Scenario 4:Far-Term (Cumulative) Project Conditions with Project Alternative- <br /> Traffic volumes from Scenario 2 plus traffic estimated from land use and <br /> roadway network changes proposed as part of the alternative plan. <br /> Scenario 5: Existing with Preferred Project Existing volumes obtained from <br /> traffic counts plus traffic estimated from land use and roadway network changes <br /> proposed as part of the preferred plan. <br /> Scenario 6: Near-Term (Existing Plus Approved) without Project - Existing <br /> traffic volumes plus traffic from approved projects in the study area considering <br /> funded transportation network improvements. <br /> Scenario 7:Near-Term (Existing Plus Approved) with Project - Traffic volumes <br /> from Scenario 6 plus traffic estimated from land use and roadway network <br /> changes proposed as part of the alternative plan. <br /> Mitigation measures will be identified for impacts that exceed the thresholds <br /> established in the significance criteria. The project's proportionate share of <br /> identified intersection and roadway improvements will be calculated. For <br /> unsignalized intersections that have one or more movements experiencing <br /> excessive vehicle delay (LOS E or F), we will assess if all-way stop-control or, <br /> signalization is potentially warranted. <br /> Plan Review for Transit. Pedestrian and Bicycle Travel <br /> F&P will review existing and proposed transit,pedestrian and bicycle circulation <br /> within the Plan area. F&P will review the study area and plan in terms of: <br /> - Location of existing bus stops, transit routing through downtown, <br /> potential effects to bus stop access with roadway network changes <br /> • <br /> proposed as part of the plan, and potential changes in transit ridership <br /> with the plan. <br /> - Pedestrian access and circulation within and adjacent to the plan area <br /> pivoting from the effective pedestrian walkway width evaluated as part <br /> of the Downtown Parking Management Plan, considering changes <br /> proposed as part of the plan. <br /> -6- <br />
