A qualified engineer shall prepare and <br />submit, concurrently with the submittal of off-site or on-site improvement <br />plans, (whichever comes first), the WQMP for review and approval by the <br />City Engineer. The WQMP must be approved by a qualified engineer of <br />the City's Engineering Division prior to the beginning of construction <br />activities. <br />The WQMP shall include the following BMPs along with selected BMPs <br />to target pollutant removal: <br />• Waste and materials storage and management BMPs (design <br />and construction of outdoor materials storage areas and trash <br />and waste storage areas, if any, to reduce pollutant <br />introduction). <br />• Spill prevention and control BMPs. <br />• Slope protection BMPs. <br />• Water efficient irrigation practices. <br />• Permanent erosion and sediment controls (e.g., <br />hydroseeding, mulching, surface covers). <br />Projects within the Project Area will be required to comply with the <br />applicable provisions C3.c of MRP, including Low Impact Development <br />(LID) source control, site design, and stormwater treatment if applicable. <br />The WQMP shall not include infiltration BMPs unless they comply with <br />design guidelines and requirements specified in TC -1: Infiltration Basins <br />in the CASQA Stormwater Quality BMPs Handbook for New <br />Development and Significant Redevelopment (2003) and/or are <br />specifically approved by the City Engineer and shall meet MRP - NPDES <br />Permit minimum requirements including adequate maintenance and that <br />the vertical distance from the base of any infiltration device to the <br />21 <br />
