The proposed development plan is compatible with previously <br />developed properties located in the vicinity and the natural, <br />topographic features of the site. <br />The project site and surrounding land are currently vacant. The City <br />Council approved the Stoneridge Drive Specific Plan amendment which <br />allows for a senior continuing care community west of the project site, an <br />auto mall north and east of the project site, and a community park south of <br />the site. As conditioned, the project will be designed to minimize impacts <br />on the surrounding uses. <br />To minimize impacts, the project features, as conditioned, will include over <br />100 trees to soften the appearance of the ice center; a weir, which is a <br />secondary safety drain for the basin; on -street parking, sufficient to <br />accommodate the proposed uses; the tennis court lighting fixtures are <br />downward -facing and shield; the tennis court lighting levels will be <br />reduced to approximately 40 foot-candles; and no truck deliveries, parking <br />lot sweeping, or leaf blowing between the hours of 8:00 p.m. and <br />8:00 a.m. <br />The site is predominantly flat and approximately 350 feet in elevation at all <br />points. Soil removed to construct the basin will be used as fill on the <br />Staples Ranch sites. <br />The project, as conditioned, is compatible with previously developed <br />properties in the vicinity and adjacent proposed projects, and the natural <br />topographic features of the site. Therefore, this finding can be made. <br />4. Grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid <br />erosion, slides, or flooding to have as minimal an effect upon the <br />environment as possible. <br />The natural topography of the site is relatively flat. Minus the grading for <br />the basin, minimal changes in grades are proposed. Relatively steep <br />slope banks (2:1) are proposed in the basin. Additional slope stability <br />information will be subject to the review and approval of the City Engineer <br />prior to construction. As conditioned, the basin's slope banks will be <br />revised to have a 3:1 slope, unless otherwise determined by the City <br />Engineer. Based on the basin modeling information provided, the City <br />Engineer believes the entire basin can have a 3:1 slope, which is gentler <br />than the 2:1 slope proposed for portions of the basin. <br />
