5. Access to the Arroyo Mocho. Prior to the issuance of a building permit an <br />easement shall be provided to Zone 7 for access purposes to the Arroyo Mocho. <br />The design, including all improvements to the easement areas, and the location <br />and widths of the easement shall be subject to approval by the Director of <br />Community Development, the City Engineer, and the Director of Parks and <br />Community Services. <br />6. Utilities. <br />a. All utilities required to serve the proposed development shall be installed <br />underground, unless otherwise determined by the City Engineer. <br />b. The Project Developer shall construct all on-site utilities, including any public <br />utility extensions and easements within a development site necessary for <br />Staples Ranch development that also serves the site. <br />10 <br />
