II. GENERAL CONDITIONS <br />Expiration. The Planned Unit Development (PUD) development plan approval <br />shall lapse as described in the Development Agreement for the Community Park. <br />2. Specific Plan Amendment, Environmental Impact Report (EIR) Mitigation <br />Measures, Code Measures, Regional Permits, and Agreements. All projects <br />shall be developed in accordance with the Stoneridge Drive Specific Plan <br />Amendment/Staples Ranch project. <br />All mitigation measures of the Stoneridge Drive Specific Plan Amendment/Staples <br />Ranch EIR are hereby incorporated by reference and shall be implemented as <br />required by the EIR and the Mitigation and Monitoring Reporting Program. If any <br />of the conditions of approval conflict with any applicable EIR mitigation measures, <br />the requirements of EIR mitigation measures apply. <br />3. General Conditions. <br />a. The approved building colors and materials shall be indicated on the final <br />building permit plans. Substitutions shall not be allowed unless otherwise <br />approved by the Director of Parks and Community Services. <br />b. All excess soil from the site shall be off -hauled from the site and disposed of <br />in a lawful manner. No stockpiling of dirt on this site shall occur without <br />specific review and approval by the Planning Division. <br />c. Only modular newspaper dispensers accommodating more than one (1) <br />newspaper shall be allowed outside of any building within the development. <br />The design of these dispensers shall be approved by the Planning Division. <br />Dispensers within the public right of way shall require an encroachment <br />permit by the Engineering Division. <br />d. The plans submitted for the issuance of a building permit shall show all <br />existing and planned streets adjacent to the site. <br />e. The Project Developer shall submit construction plans (wet stamped and <br />signed), Title 24 calculations, site specific soils report, the completed Building <br />Permit Questionnaire, and any other plans and documentation required by the <br />Building and Safety Division, along with the necessary fees, to initiate the <br />City's plan check process. The number of plans and documents required <br />shall be determined by the Building and Safety Division. <br />All conditions of approval shall be reprinted and included as one of the first <br />two plan sheet(s) of the building permit plan check sets submitted for review <br />and approval. These conditions of approval shall be on, at all times, all <br />grading and construction plans kept on the project site. It is the responsibility <br />3 <br />
