changes and/or additional details that warrant a Subsequent or Supplemental EIR as <br />described in Sections 15162 and 15163 of the CEQA Guidelines. <br />CEQA Framework and Analysis for Addendum <br />CEQA Guidelines Section 15162(a) states that when an EIR has been certified for a <br />project, no subsequent EIR shall be prepared unless the lead agency determines, on <br />the basis of the substantial evidence in the light of the whole record, one or more of the <br />following: <br />a. Substantial changes proposed in the project which would require major <br />revisions of the EIR due to the involvement of new significant <br />environmental effects or a substantial increase in the severity of previously <br />identified significant effects; <br />Discussion: The proposed Ice Center is approximately 3,179 square feet <br />larger than the Ice Center discussed in the EIR. The majority of this space <br />is attributed to an increase in square footage for the entry/lobby and foyer <br />area. There are no additional spectator seats proposed and the additional <br />square footage is not expected to increase the number of patrons or <br />employees at the Ice Center. Thus, there are no substantial changes that <br />would require major revisions of the EIR. There will be no new significant <br />environmental effects and there is no substantial increase in the severity <br />of the previously identified significant effects. <br />b. Substantial changes with respect to the circumstances under which the <br />project is undertaken which would require major revisions to the EIR due <br />to the involvement of new significant environmental effects or a substantial <br />increase in the severity of previously identified significant effects; or, <br />Discussion: No substantial changes to the circumstances require major <br />revisions to the EIR. No new significant environmental effects or a <br />substantial increase in the severity of the previously identified significant <br />effects apply, as the increase in the size of the Ice Center is principally to <br />the entry/lobby and foyer area. Thus, the additional square footage does <br />not contemplate additional seating and is not expected to increase the <br />number of people that will visit the Ice Center. <br />c. New information of substantial importance, which was not known and <br />could not have been known with the exercise of reasonable diligence at <br />the time the EIR was certified as complete or the Negative Declaration <br />was adopted, which would show any of the following: <br />The project would have one or more significant effects not <br />discussed in the EIR or negative declaration; <br />Discussion: The Ice Center as currently proposed is approximately <br />141,679 square feet, whereas the EIR identified the structure as <br />138,500 square feet.
