changes and/or additional details that warrant a Subsequent or Supplemental EIR as
described in Sections 15162 and 15163 of the CEQA Guidelines.
CEQA Framework and Analysis for Addendum
CEQA Guidelines Section 15162(a) states that when an EIR has been certified for a
project, no subsequent EIR shall be prepared unless the lead agency determines, on
the basis of the substantial evidence in the light of the whole record, one or more of the
following:
a. Substantial changes proposed in the project which would require major
revisions of the EIR due to the involvement of new significant
environmental effects or a substantial increase in the severity of previously
identified significant effects;
Discussion: The proposed Ice Center is approximately 3,179 square feet
larger than the Ice Center discussed in the EIR. The majority of this space
is attributed to an increase in square footage for the entry/lobby and foyer
area. There are no additional spectator seats proposed and the additional
square footage is not expected to increase the number of patrons or
employees at the Ice Center. Thus, there are no substantial changes that
would require major revisions of the EIR. There will be no new significant
environmental effects and there is no substantial increase in the severity
of the previously identified significant effects.
b. Substantial changes with respect to the circumstances under which the
project is undertaken which would require major revisions to the EIR due
to the involvement of new significant environmental effects or a substantial
increase in the severity of previously identified significant effects; or,
Discussion: No substantial changes to the circumstances require major
revisions to the EIR. No new significant environmental effects or a
substantial increase in the severity of the previously identified significant
effects apply, as the increase in the size of the Ice Center is principally to
the entry/lobby and foyer area. Thus, the additional square footage does
not contemplate additional seating and is not expected to increase the
number of people that will visit the Ice Center.
c. New information of substantial importance, which was not known and
could not have been known with the exercise of reasonable diligence at
the time the EIR was certified as complete or the Negative Declaration
was adopted, which would show any of the following:
The project would have one or more significant effects not
discussed in the EIR or negative declaration;
Discussion: The Ice Center as currently proposed is approximately
141,679 square feet, whereas the EIR identified the structure as
138,500 square feet. The increase in square footage is attributed
'rJ
