to a larger lobby and foyer area, and thus there will not be <br />additional significant effects beyond those in the EIR. <br />ii. Significant effects previously examined would be substantially more <br />severe than shown in the EIR; <br />Discussion: The Ice Center is proposed to be enlarged in an effort <br />to further distinguish the entrance of the structure, making its <br />appearance more appealing. Since the square footage does not <br />accommodate additional spectator seating or facility public skating <br />activities, it is not expected to generate an increase in patrons or <br />employees: <br />Visual Quality—Scenic Resources, Character, and Light and Glare <br />Due to the increased size, the proposed Ice Center may appear <br />somewhat larger on the site. However, as with the Ice Center <br />Alternative considered in the EIR, the development that would <br />occur with this proposal would not materially affect scenic vistas or <br />damage scenic resources; accordingly, this impact would be less <br />than significant and not substantially more severe than shown in <br />the EIR. <br />The resulting loss of open space due to the build out of the Staples <br />Ranch (totaling up to 1,868,500 square feet of development) is <br />considered a significant impact. There are no measures available <br />to reduce this impact. A minor increase in the size of the Ice <br />Center by approximately 3,000 square feet (a less than 1% <br />increase in total development) would not create a substantially <br />more severe impact than shown in the EIR. <br />The increase in building size may create new sources of lighting <br />within and on the exterior wall of the Ice Center. On the other <br />hand, the increased size may reduce the number of free standing <br />light standards around the building, as there will be less land <br />available for free standing outdoor light standards. A 3,000 square <br />foot increase in the size of the Ice Center would have a less than <br />significant impact on lighting, and would not create a substantially <br />more severe impact than shown in the EIR. <br />Air Quality—Construction Emissions, Exposure to Odors, Exposure <br />to Air Toxic Contaminants, Green House Gas Emissions <br />If the Ice Center were increased in size by approximately 3,000 <br />square feet, construction emissions and exposure_to odors would <br />be similar to those under the Ice Center Alternative, and would not <br />create a substantially more severe impact than shown in the EIR. <br />3 <br />
