EXHIBIT A <br />ADDENDUM TO THE ENVIRONMENTAL IMPACT REPORT FOR <br />STONERIDGE DRIVE SPECIFIC PLAN AMENDMENT/STAPLES RANCH <br />State Clearing House Number 2006062053 <br />November 5, 2009 <br />Background and Prior Environmental Review <br />The Ice Center consists of four National Hockey League -sized ice rinks and would <br />utilize about 8 acres of the 17 -acre community park. The proposed structure will be <br />approximately 45 -feet tall and is intended for uses such as ice hockey, figure skating, <br />speed skating, public skating, and other similar activities. The Ice Center can have <br />seating for up to 2,200 spectators; however, the ice center developers have indicated <br />that they may reduce seating to 1,475 or 1,400 seats. <br />On February 24, 2009, the Pleasanton City Council certified the Staples Ranch <br />Environmental Impact Report (EIR), approved findings required by the California <br />Environmental Quality Act (CEQA) and adopted a Statement of Overriding <br />Considerations, concluding that the potential benefits of the Ice Center Alternative <br />outweighed the environmental risks of the Ice Center Alternative. The City Council also <br />approved a Specific Plan Amendment with an extension of Stoneridge Drive from <br />Trevor Parkway to EI Charro Road. <br />In June 2009, the City Council authorized preparation of a Supplemental Environmental <br />Impact Report (SEIR) to consider the environmental impacts, if any, of a two lane <br />Stoneridge Drive extension as compared to the four lane roadway extension included in <br />the Amended Stoneridge Drive Specific Plan and to update certain studies. The SEIR <br />was reviewed by the City Council and certified on . The EIR certified on <br />February 24, 2009 and the SEIR certified on shall jointly, for simplicity sake, be <br />referred to in the Addendum as the "EIR". <br />Purpose of EIR Addendum <br />The purpose of this addendum is to provide environmental review of a proposed <br />increase in size of the Ice Center. The EIR evaluated the impacts of the proposed Ice <br />Center at approximately 138,500 square feet in size. The Ice Center is currently <br />proposed to be approximately 141,679 square feet due to a design modification to the <br />entry portion of the building. In response to a City initiated architectural peer review, the <br />applicant modified the entry element of the building in an effort to improve the design, <br />aesthetics, and overall appearance. Thus, the additional 3,000 square feet is attributed <br />to an increase in the main entry/lobby and foyer area by approximately 1,500 square <br />feet for the first and second floors. <br />This Addendum has been prepared in accordance with the CEQA Guidelines Section <br />15164 and amends the Stoneridge Drive Specific Plan Amendment/Staples Ranch EIR. <br />The evaluation, contained below, determines that the proposed project does not contain <br />1 <br />
