Of the 4-5--14 intersections operating at an unacceptable level of service in the No Project
alternative, 44-10 of the intersections would require mitigation measures to improve conditions
to acceptable LOS (four intersections are located Downtown and are exempt from operating at
LOS D or better).
Comparing this alternative to the proposed General Plan shows that seven six intersections
would operate at a level of service worse than, and having delays greater than, the proposed
General Plan and would require mitigation beyond those outlined in the proposed General Plan.
(See Table 5-6.) Of the seven—,six, five of the intersections would need additional mitigation
measures to improve conditions to acceptable LOS (one intersection is located Downtown and is
exempt from operating at LOS D or better).
Note that this alternative would not cause any significant impacts at the intersection of
Stoneridge Drive at Johnson Drive, as the project would and thus would not have the potential
to result in a potentially significant impact that may not be mitigated.
Table 5-5 on page 5-11 of the DEIR has been changed to delete the Stoneridge Drive at El Charro Road
intersection, the last intersection listed on the table.
Table 5-6 on page 5-11 of the DEIR has been changed to delete the Stoneridge Drive at El Charro Road
intersection, the last intersection listed on the table.
On page 5-12 of the DEIR, the last bulleted item of the first paragraph has been deleted.
Table 5-7 on page 5-12 of the DEIR has been changed to delete the Stoneridge Drive at El Charro Road
intersection, the last intersection listed on the table.
On page 5-12 of the DEIR, the first sentence of the first paragraph after Table 5-7 has been modified as
follows:
The intersections shown in Table 5-8 identify the five intersections that would operate
acceptably with the No Project alternative but not with the proposed General Plan,or to
miti ag tion.
Table 5-9 on page 5-16 of the DEIR has been changed to delete the Stoneridge Drive at El Charro Road
intersection, the last intersection listed on the table.
On page 5-16 of the DEIR, after Table 5-9 the first three paragraphs (continuing onto page 5-17 have
been modified as follow:
This discussion is based on a level -of -service analysis for all intersections prior to the inclusion
of mitigation measures. As part of this alternative, potentially significant effects due to level of
service would be mitigated for all intersections that are not located in the Downtown or at
any locations. The Dispersed Growth Alternative would result in 14 intersections
operating at an unacceptable level of service. All but two of these intersections would
operate at the same unacceptable level of service in the proposed General Plan (before
mitigations).
