that would live there. The Refined Submittal proposes to implement all of these <br />more exacting conditions set forth by the City, which include provision of: <br />a. Seven -days -a -week, a.m. and p.m., full reasonable demand/response <br />transportation services to residents. <br />b. A full array of leisure programs to residents supported by a minimum <br />level of staff dedicated exclusively to recreational programs and <br />services. <br />c. Emergency alarm systems in all units that can be activated from either <br />the bedroom or bathroom and is connected to a central, on-site station <br />that is staffed at all times. <br />d. CPR and First Aid training of all staff whose primary function involves <br />any direct service or contact with residents. <br />20. The Sunrise facility is proposed to be licensed and operated pursuant to the <br />same laws and regulations as those applicable to the facility proposed in 2000. <br />The Sunrise facility will be licensed to permit operation of a Residential Care <br />Facility for the Elderly pursuant to the California Health & Safety Code. <br />Licensed community care facilities are not required to provide any particular <br />ratio of employees to residents. Rather, they are required to provide staffing <br />sufficient to meet the needs of their residents at any given time. The needs of <br />residents of an assisted -care facility increase and decrease over time. This is <br />particularly true in light of the evolved trend that favors "aging in place," <br />allowing seniors to remain close to established friends and family members in <br />facilities with variable levels of service according to their needs, and avoidance <br />of repeated moves from one living situation to another. <br />21. Once a resident requires 24-hour nursing or requires help with all of his or her <br />daily activities (i.e., continuous, intensive care), the resident could no longer be <br />accommodated with the project under the Residential Care Facility licensing <br />requirements. Such residents would be transferred to a different class of <br />medical facility. <br />All other features of the Project as set forth in the Refined Submittal <br />substantially conform to the City's planned development zoning approval for <br />the site. <br />22. The Refined Submittal and supporting materials incorporate and reflect all <br />features of the project that were approved by the City when it adopted the <br />zoning applicable to the site. The Sunrise facility is proposed to include those <br />building design elements, circulation elements, and site development standards <br />central to PUD -85-09 and, where possible, improves upon them to reduce the <br />intensity of use of the site and minimize effects on neighboring properties. <br />These features include: <br />a. An improved parking ratio compared to the minimum requirement of <br />PUD -85-09. The original minimum parking ratio of the PUD -85-09 <br />development plan was 81 spaces for 132 units, or 0.61 spaces per unit. <br />9 <br />
