The Refined Submittal provides 53 parking spaces for 82 units, resulting <br />in a parking ratio of 0.65 to 0.61 spaces per unit. <br />b. The Refined Submittal offers all of the same features that are designed <br />to minimize the need for car ownership by residents, including but not <br />limited to on-site dining plans, transportation services for residents, and <br />certified trained staff. <br />c. Primary access via a two-lane entry and exit on Pleasant Hill Road that <br />is located as far north as possible so as to minimize the distance <br />travelled on Pleasant Hill Road, the most intensely residential of the <br />streets surrounding the Project Site. <br />d. Orientation of the entrance and drop-off point for the building towards the <br />north so that any visual and noise impacts associated with the building <br />entry are directed to the widest and busiest thoroughfare bordering the <br />site (Stoneridge Drive) and the commercial property across Stoneridge <br />Drive instead of the residential neighborhood across Pleasant Hill Road. <br />e. A right -turn egress to Foothill Road will permit a reduction in vehicles <br />exiting onto the residential Pleasant Hill Road. <br />f. Landscaping and perimeter improvements designed to improve <br />aesthetics of the facilities, including grass mounds along the Stoneridge <br />Drive frontage and along a portion of the Pleasant Hill Road frontage; <br />trees and shrubs adjacent to the building and within the interior <br />courtyard; and a retaining wall and wrought iron fencing to maintain a <br />combination of sidewalk and planting area of eight feet in width along <br />Foothill Road, six feet in width along Stoneridge Drive, and four feet wide <br />along Pleasant Hill Road. <br />23. The Refined Submittal locates loading and trash areas along the Foothill Road <br />side of the building where they are shielded from the more intensely residential <br />neighborhoods to the east. This location for loading and trash areas will also <br />encourage service vehicles to exit the site from the Foothill Road egress, thus <br />reducing the impact of truck and service traffic along both Stoneridge Drive and <br />Pleasant Hill Road. <br />24. Consistent with Condition of Approval No. 13 for PUD -85-09, the applicant <br />commissioned an Arborist's Report prepared by a consultant approved by the <br />City. The Arborist's Report, dated June 12, 2006, states that all but one of the <br />heritage trees on the site are in poor or extremely poor condition and pose <br />significant safety risk if not removed. The report identifies one tree that may <br />feasibly be preserved (Tree No. 320); however, it is located where the building <br />is proposed. The landscape plans included within the Refined Submittal <br />provide for the preservation of a different tree by the building, Tree No. 319, <br />and removal of all other trees on the Project Site. <br />(end) <br />9 <br />
