The Sunrise facility is proposed to include substantially the same care
features that have previously been found by the City to conform with existing
zoning for the site.
16. A senior, assisted -living facility fitting a similar profile as the one proposed now
was proposed for the site in 2000 also pursuant to the existing PUD zoning
(excluding a clearly demarcated dementia care area). That proposal was
determined by the City to substantially conform to PUD -85-09.
17. The features proposed to be included in the Project are substantially the same
as those that were included in the proposed 2000 facility. The City has
previously noted that it is the nature of the facility, including on-site dining with
meal plans and fully trained staff, to ensure the facility's conformity with existing
General Plan commercial land use designation. These types of planned
features of the Sunrise facility are consistent with those that were proposed in
2000. They include:
a. A central dining room with meal plans that would provide all necessary
meals for residents. A separate private dining room is also included to
be used by residents for parties and special occasions.
b. In -unit microwaves and refrigerators, but not full kitchens or kitchenettes
(which encourage on-site dining through the above -referenced meal
plans).
c. Recreation, craft, and activity rooms, as well a library and sitting room.
Organized activity programs directed by dedicated staff would
complement these recreational spaces.
d. Full-time transportation service, both scheduled and unscheduled, to
shuttle residents to appointments, shopping, medical appointments, etc.
Transportation services also are provided to disabled residents.
e. Fully trained staff on-site at the facility to assist with nursing and medical
needs.
f. On-site senior counseling services to assist with benefits, maintaining
healthful conditions, and arranging for care beyond the provided on-site
nursing care (i.e. medical and dental care).
g. Emergency call systems with 24-hour call monitoring on-site.
h. Exercise facilities, a Jacuzzi/spa room, and large enclosed courtyard
with game tables and other group recreational resources.
18. As with the facility proposed in 2000, it is not anticipated that the patients in the
Sunrise facility would require intensive nursing, medical or psychiatric services.
For intensive services relating to either medical or psychiatric services, Sunrise
residents would be anticipated to visit a hospital or acute care facility.
19. At the time the existing zoning was approved for the Project Site, the City's
Human Services Commission recommended certain additions to the conditions
of approval for the project in order to better reflect the needs of the population
0
