Civic Center Land Uses
The draft land use option for the existing Civic Center site, consisting of 9 acres for the
Library, Police Department, City Hall, other administrative buildings, and approximately
4 acres for the recently acquired property from the San Francisco Public Utilities
Commission (SFPUC), is based on a destination-oriented concept, and includes a
theater, hotel, and approximately 0.4-acre Town Square. Residential units are
proposed generally on the upper floor of select sites (although residential uses are
shown as a ground floor use in two locations). Structured parking is shown along
Bernal Avenue. This draft land use option presented to the Task Force on October 10,
2017 is Attachment 2 to this report.
NOVEMBER 28, 2017 TASK FORCE MEETING
The Task.Force at its November 28, 2017, meeting, reviewed the public comment and
results of the public outreach (Attachment 3) since the initial presentation on October
10, 2017. The Task Force was asked to provide direction as to which of the options it
preferred. Draft minutes for the November 28, 2017 meeting are Attachment 4 to this
report. In summary, the Task Force made the following selections and comments:
Streetscapes
Division Street: High Degree change
Peters Avenue: High Degree change, but move the cycle track to west side of the
street
First Street: Medium Degree change
Main Street: Medium Degree change
Civic Center
Regarding the Civic Center, the Task Force indicated the Town Square should be larger
and grander. Many Task Force members felt residential should be incorporated above
a commercial use as opposed to a stand-alone use, and many also felt the parking
structure should be located on the parcel formerly owned by the SFPUC, and now
acquired by the city. A revised Civic Center plan incorporates these comments is
• included as Attachment 5 to this report, and is summarized in Table 2.
TABLE 2: PRELIMINARY DRAFT CIVIC CENTER DEVELOPMENT ASSUMPTIONS
1 • Arts and Culture Square Arts and Culture Square
Key Element
(Preliminary Draft) (Revised Preliminary Draft)
Building Height 1-3 levels, 15-40 feet 1-3 stories, 20-40 feet
Total Commercial 190,000 to 210,000 square feet . 257,000 square feet
Space
Total Residential Up to 140 units (parked on-site) Up to 124 units (parked on-site)
Town Square Size 0.4 acres 0.86 acres
