BACKGROUND <br /> The Downtown Specific Plan Update Task Force (Task Force) has met nine times since <br /> January 2017. At its October 10, 2017 meeting, the Task Force reviewed options and <br /> strategies for the downtown, which were based on direction from the Task Force in <br /> earlier meetings. The options included Civic Center land uses, Main Street streetscape, <br /> Peters Avenue streetscape, First Street streetscape, and Division Street streetscape, <br /> and are summarized below. <br /> Streetscapes <br /> As shown in Table 1, streetscape options for Division Street (the portion between Main <br /> Street and Railroad Avenue), Peters Avenue, First Street, and Main Street have been <br /> prepared to illustrate possibilities for improving the overall pedestrian environment, and <br /> enhancing mobility on key streets in Downtown. Although some of these options remove <br /> motor vehicle parking in order to provide high quality walkways and/or bike lanes, and <br /> because parking is highly valued in Downtown, parking spaces removed to implement <br /> any of the alternatives would be replaced at a different but proximate location. These <br /> efforts would be supported by the adopted Downtown Parking Strategy, which seeks to <br /> expand and better manage Downtown's parking supply. All of the options could be <br /> phased to allow for the installation of new infrastructure or street trees as budget allows, <br /> or when these elements are aging and require replacement.
