THE CITY OF 17 <br /> _ 11,67.1. r:r_thil CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONo <br /> December 19, 2017 <br /> Community Development <br /> Planning Division <br /> TITLE: PROJECT STATUS REPORT AND DISCUSSION OF OPTIONS FOR THE <br /> DOWNTOWN SPECIFIC PLAN UPDATE <br /> SUMMARY <br /> The Downtown Specific Plan Update Task Force has been meeting since January 2017 <br /> to update the Downtown Specific Plan, which covers approximately 310 acres including <br /> the downtown commercial and office area and some surrounding residential <br /> neighborhoods. At its November 28, 2017, meeting, the Task Force reviewed the <br /> results of various public outreach events, and provided direction on the options for <br /> Division Street, Peters Avenue, First Street, Main Street, the Civic Center site, active <br /> ground floor uses, and the community benefits concept. Staff is providing an update to <br /> the City Council on the preferred streetscape options and revised land use plan for Civic <br /> Center. <br /> RECOMMENDATION <br /> Staff recommends City Council receive the update regarding preferred streetscape <br /> options and the revised land use plan, hear public input, and authorize preparation of <br /> technical studies, a draft specific plan, and associated environmental analysis. <br /> FINANCIAL STATEMENT <br /> The cost of specific plan preparation is paid from the Community Development <br /> Professional Services account. Planning review and administration will be conducted <br /> by staff and is part of the Planning Division budget. The preparation of options and <br /> subsequent feasibility and impact analysis is part of the planning scope previously <br /> approved by the City Council. A traffic impact analysis will be prepared using the Traffic <br /> Engineering's on-call consultant budget. Staff recommends a civil engineering study be <br /> completed, which will require a budget amendment that will come before City Council at <br /> a future meeting for approval. <br />
