I am a founding partner and President of HF&H Consultants with more than 30 years of solid waste planning and management experience with particular emphasis on planning,negotiation and rate setting. ' I will be assisted during the first and second phases by Ric Hutchinson, CPA (inactive) a Senior Project Manager with more than 25 years of experience. While a principal at the consulting firm R3,Ric previously worked on behalf of the City performing a review of PGS'rate application. As a result,Ric is familiar with PGS management,operations and costs. During the second and third phases,I will be assisted by Lauren Barbieri,Project Manager,who will assist me in the negotiations and drafting of the extended and restated solid waste services agreement. • Budget • Performing all tasks as described above related to the presentation of an MOU to City Council and a decision by them whether to proceed with PGS to negotiate an agreement or proceed with a competitive process would require approximately $45,000. If Council directed staff to negotiate a new agreement with PGS,the additional fees would be approximately$35,000. The estimated hours by staff and task are described in the attached Work Plan and Fee Estimate. We propose to bill you on an hourly basis up to the$80,040 shown. Before proceeding with any out-of-scope work(e.g.,additional meetings,additional analysis or drafts of documents),we would immediately notify the City staff to agree on an amended scope of work,schedule and budget. • Thank you very much for the opportunity to be of service to the City of Pleasanton.
