<br /> Transfer of Funds. As shown in Table 4, actual net General Fund transfers out were
<br /> more than the Amended Budget by $215,812 as a result of(1) actual Golf Course
<br /> revenues coming in less than anticipated which reduced the amount of the Golf Course
<br /> loan repayment, (2) actual retiree health benefit payments were less than budgeted
<br /> which reduced the implied subsidy by $139,000, and (3) reduced transfers out to the
<br /> Water, Sewer and Transit funds due to reduced demand for those services.
