to complete planned repairs in the remainder of the current fiscal year is $2,672.555. <br /> This creates a funding shortfall of$1,680,299. <br /> To fill this funding shortfall, the Water Fund Surplus Reserves and several 2017 water <br /> CIP project budgets were reviewed to identify the available funding that could be used <br /> to complete the needed funding. Staff recommends allocation of$164,274 from the <br /> Water Fund Surplus Reserve, and the transfer of $872,025,000 from CIP No. 17128, <br /> Annual Water Main Replacement Project; $244,000 from CIP No. 16111, Bi-Annual <br /> Control Valve Improvements; and $400,000 from CIP No. 17126, Annual Bridge Water <br /> Main Replacement to complete the funding for this project. <br /> Note, the Annual Water Main Replacement CIP project budget is shared between the <br /> Engineering Department, and the Operations Service Department Utilities Section to <br /> address water main replacement and repairs. Operations Services is requesting that <br /> $76,240 remain to be used toward water main repairs for the remainder of the fiscal <br /> year. <br /> Schedule <br /> The Pleasanton Downtown Association (PDA) was contacted about the work on Main <br /> Street. The PDA indicated the work would be the least disruptive if it could begin after <br /> the holiday season, and be completed by March 30, 2018. In response, staff structured <br /> to the contract so it requires the contractor to begin work on the Main Street section <br /> (south of Stanley) early in January and be complete by March 30, 2018. Failure to <br /> complete the work by March 30, 2018 subjects the contractor to liquidated damages <br /> assessed on a per day method for each day past March 30. <br /> Work on Santa Rita Road between Stanley Boulevard and Black Avenue (and near <br /> Alisal Elementary School), is restricted to work when school is not in session. This will <br /> require work in these areas to be completed Saturdays, school holidays, and during <br /> school summer recess. <br /> The proposed schedule for the project is as follows: <br /> Approve Plans and Specifications/Award Contract December 5, 2018 <br /> Construction — Main St. (St. Mary to Stanley) January to March 30, 2018 <br /> Construction — Santa Rita (Stanley to Black Ave) April to August 2018 <br /> Traffic Impacts <br /> Work on the Santa Rita Frontage Road will have minor impact to traffic. Traffic will be <br /> accommodated at all times, but minor delay is possible. <br /> Work on Santa Rita Road will have minor impacts to traffic as work is restricted to when <br /> school is out of session. At all times that work is occurring at least one lane of traffic in <br /> each direction will maintained. The contractor will be allowed to reduce the width of the <br /> travel lanes only between 9 a.m. and 4 p.m. During the mid-day rush, it is anticipated <br /> that some traffic backups might occur at the signal lights. <br /> Page 4 of 5 <br />
