One of the recommendations before City Council is to <br /> officially reject the bid received on April 25, 2017. <br /> Pakpour Consulting Group designed both segments of the project under the City's on- <br /> call contract. To repackage the two separate projects and provide additional project bid <br /> support, the Pakpour Consulting Group task authorization was amended with an <br /> additional $15,655, for a total design cost of$77,615. <br /> DISCUSSION <br /> Construction Bid <br /> Sealed bids for this project were opened on November 9, 2017. A total of nine bids were <br /> received ranging from $2,243,000 to $3,871,911 (see Attachment 1, Bid Summary). <br /> The Engineer's Estimate for this project was $2,536,000. <br /> The low base bid of$2,243,000 was received from K.J. Woods Construction, Inc. of San <br /> Francisco, California. An Additive Alternative Bid Item for $5,000 is recommended for <br /> award to change the construction method for the work under the railroad crossing from <br /> the base bid work of installing a 10-inch fusible PVC pipeline within the existing cast iron <br /> pipe, to the alternative bid work of installing a 12-inch cured-in-place pipe (CIPP) within <br /> the existing cast iron pipe. The additional $5,000 for 12-inch CIPP line will provide more <br /> capacity than the 10-inch fusible PVC pipeline. All bid documents were found to be in <br /> order and past work performed by this contractor was verified to be satisfactory. Staff is <br /> recommending award of the construction contract to the lowest responsible bidder, K.J. <br /> Woods Construction, Inc. for both the base bid and additive alternative bid item for a <br /> total of$2,248,000. <br /> Required Professional Services <br /> Geotechnical services will be necessary during construction to test backfill materials <br /> and the compaction of the trench backfill associated with the pipeline installation. A task <br /> authorization will be issued for up to $35,000 under the City's existing on-call contract <br /> with Geocon. <br /> Pakpour Consulting completed the design and assisted with the bidding process under <br /> the existing on-call contract task authorizations totaling $77,615, of which $71,784 has <br /> been expended to-date. The remaining budget, plus an additional $10,000, will be <br /> necessary for construction support services. The construction support services will <br /> cover site visits, requests for information and shop drawing reviews. An amendment will <br /> be issued for the task authorization. <br /> Budget <br /> The budget for this project is shown in tabular form in Attachment 2. In short, there is <br /> currently $992,256 available in CIP 16128. The total project cost, including expenditures <br /> to date, encumbrances, the low bid amount, a 10% project contingency, professional <br /> services needed to complete the project, and the funds needed by Operations Services <br /> Page 3 of 5 <br />
