FINANCIAL STATEMENT <br /> Funding required for this project totals $2,672,555. There is currently a balance of <br /> $992,256 available in the Annual Water Main Replacement Project, CIP No.16128. The <br /> funding will be augmented by the allocation of$164,274 from the Water Reserve <br /> Surplus Fund, and the transfer of funds from various water capital improvement projects <br /> totaling $1,516,025. The total anticipated expenditures for the project are $2,594,040, <br /> leaving an unspent balance of$76,240 that will be used by the Operations Service <br /> Department to address any water main repairs required during the remainder of the <br /> fiscal year. <br /> BACKGROUND <br /> This project is part of the annual maintenance program which replaces failing water <br /> lines that have a potential for breakage and leaks. Service laterals, fire hydrants, and <br /> backflow devices that do not meet the current State Department of Public Health <br /> standards are also replaced as part of the annual maintenance program. Water <br /> replacement projects are selected from a list of projects identified by the City Utilities <br /> Division, and prioritized based on past records of maintenance, the potential for failure <br /> due to breakage, the expected life span of existing pipelines, and the scheduling of <br /> other CIP projects such as roadway surface maintenance. Portions of the water line <br /> between Jensen Street and Stanley Boulevard have been removed from service due to <br /> numerous leaks; several segments on Main Street have also been repaired in recent <br /> years. This water main provides water to the Jensen Tract and downtown businesses <br /> so maintaining this water line is critical. <br /> This project consists of replacing approximately 3,300 linear feet of old cast iron pipe <br /> and asbestos cement pipe that was installed in the early 1960s. On Main Street, <br /> between St. Mary Street and Stanley Boulevard, 1,100-feet of cast iron pipe will be <br /> replaced with PVC pipe via an open cut trench. On the Santa Rita Frontage Road, from <br /> Jensen to Alisal Elementary School/Black Avenue, 2,200 linear feet of 12-inch asbestos <br /> concrete pipe will be replaced with 12-inch PVC pipe, also via open cut trench. <br /> Additionally, between Stanley Boulevard and Jensen Street, under the railroad tracks, <br /> 430 linear feet of existing pipe will be lined with a cured-in-place liner, eliminating the <br /> need to excavate within the railroad corridor. The project also includes new service <br /> connections, air release valves, upgrades to the well connection and replacement of the <br /> fire hydrants. <br /> The project was originally broken up into two separate segments: a downtown portion <br /> on Main Street for St. Mary's to Stanley Boulevard, and the northern portion from <br /> Stanley to Black Avenue along the Santa Rita Frontage Road. On April 25, 2017, bids <br /> were opened to replace the first segment of the water main. One bid was received for <br /> $1,368,080. The Engineer's Estimate was $815,665. Upon review of the bid, several <br /> contractors were contacted to determine why they did not bid on the project. They <br /> indicated the project was small, complicated, and that there was easier work available <br /> to bid than the downtown Pleasanton section of pipe. It was determined that the project <br /> should be re-packaged to include both segments because the larger project would <br /> increase contractor interest in the project, and also reduce overall project cost.
