Segments 1, 2, and 4 are completed and open to traffic. Caltrans is currently <br /> constructing Segment 3 with expected completion at the end of 2017. In 2013, $2.94 <br /> million of TVTDF funds were appropriated to Segment 5 with the work consisting of <br /> preliminary engineering and environmental clearance (a similar cooperative agreement <br /> was approved by Council for this appropriation). Segment 5 includes widening of SR 84 <br /> from two lanes to four lanes and improvements to the interchange at SR 84/1-680. <br /> As outlined in the Strategic Expenditure Plan, the TVTC allocates the funding to the <br /> Signatory Lead Agency. The City of Pleasanton and the City of Livermore are identified <br /> as project sponsors but are not actually administering the project. The Alameda CTC is <br /> the agency responsible for the administration and management of the project and is the <br /> sole agency responsible for disbursement of funds to the contractor. <br /> At the September 2017 TVTC Technical Advisory Committee (TAC) meeting, the TAC <br /> discussed agency funding requests for FY2017/2018 and FY2018/2019. TVTC <br /> anticipates that enough funds are available for agencies to request FY2018/2019 funds <br /> should they be ready. The Alameda CTC has indicated the need to receive the next <br /> appropriation of FY 2017/18 TVTDF of$6 million as well as the 2018/19 TVTDF of$6 <br /> million. These funds will be applied toward final design and construction of Segment 5. <br /> In December of 2017 the TVTC will consider allocation of the $12 million TVTDF funds <br /> towards this project. <br /> The attached Cooperative Agreement is necessary to outline the mutual agreement <br /> regarding the expenditure of the TVTDF funds on SR-84 Expressway Widening <br /> between Pigeon Pass and 1-680. The Cooperative Agreement requires that the City of <br /> Pleasanton agree to request TVTC funds from the TVTC for expenditure on design, <br /> construction management and construction elements of the SR-84 Expressway <br /> Widening between Pigeon Pass and 1-680, and further, that the Alameda CTC agrees to <br /> oversee the various phases of the project and expend the TVTC funds in accordance <br /> with the TVTC Strategic Expenditure Plan. <br /> Submitted by: Fiscal Review: Approved y: <br /> ' An <br /> Gerry Beaudin Tina Olsen Nelson Fialho <br /> Director of Director of Finance City Manager <br /> Community Development <br /> Attachments: <br /> 1.
