BACKGROUND <br /> The Tri-Valley Transportation Council (TVTC) adopted the Tri-Valley Transportation <br /> Plan/Action Plan (TVTP/AP) for Routes of Regional Significance in 1995. The <br /> TVTP/AP was later updated in 2000, 2009, and 2014. The Plan is a mutual <br /> understanding and agreement on Tri-Valley transportation concerns and <br /> recommendations for improvements. One of these improvement projects is State <br /> Route 84 Corridor Improvements: 1-580 to 1-680 (Project 2A). <br /> In 1998, through a Joint Exercise Powers Agreement (JEPA), the seven member <br /> agencies that comprise the TVTC approved the Tri-Valley Transportation Development <br /> Fee (TVTDF) program. The TVTDF is intended to allocate fair share costs for the <br /> regional projects identified in the TVTP/AP. <br /> In 1999, the TVTC adopted a Strategic Expenditure Plan (SEP) which identified <br /> priorities, project sponsors, and funding for TVTDF projects. The TVTC updated the <br /> SEP in 2004, 2011, and 2017. The SEP originally established a funding plan for eleven <br /> regional transportation projects (List A). The TVTC then expanded this list to add 11 <br /> new projects (List B). <br /> In 2008, the TVTC adopted a TVTC Fee Nexus Study (Nexus Study). The TVTC <br /> completed a Validation Review of the Nexus Study in 2017. The Nexus Study <br /> summarizes the status of the 22 projects, estimates revenues from the TVTDF over a <br /> 10-year horizon, and provides a funding plan for the remaining projects. One of these <br /> improvements is State Route 84 Expressway (1-580 to 1-680). Several parts of the State <br /> Route 84 Expressway are currently in construction and have been following the Phased <br /> Project Priority List. The next priority on the project list is the design and construction of <br /> Segment 5 of SR-84 Widening between 1-680 and Pigeon Pass. <br /> DISCUSSION <br /> A collaborative effort between the Alameda County Transportation Commission, <br /> Caltrans, and the Cities of Pleasanton, and Livermore has resulted in great progress <br /> along SR 84 over the last few years. The Tri-Valley Transportation Development Fee <br /> plays a critical role in ensuring the continued progress along SR 84 between 1-580 and <br /> 1-680. <br /> SR 84 Expressway (Project 2A) consists of five segments: <br /> • Segment 1 — 1-580 to Jack London Boulevard <br /> • Segment 2 — Jack London Boulevard to a point roughly halfway between <br /> Concannon Boulevard and Stanley Boulevard <br /> • Segment 3 — Halfway between Concannon Boulevard and Stanley Boulevard <br /> and Ruby Hill Drive <br /> • Segment 4 — Ruby Hill Drive to Pigeon Pass <br /> • Segment 5 — Pigeon Pass to 1-680 <br /> Page 2 of 3 <br />
