THE CITY OF <br /> L£AS�4NTONo CITY COUNCIL AGENDA REPORT <br /> December 5, 2017 <br /> Community Development <br /> TITLE: APPROVE A COOPERATIVE AGREEMENT BETWEEN THE CITY OF <br /> PLEASANTON AND THE ALAMEDA COUNTY TRANSPORTATION <br /> COMMISSION FOR THE EXPENDITURE OF TRI-VALLEY <br /> TRANSPORTATION FEE FUNDS ON STATE ROUTE 84 EXPRESSWAY <br /> PROJECT 2A <br /> SUMMARY <br /> The Cities of Pleasanton and Livermore are identified in the Tri-Valley Transportation <br /> Council's (TVTC) Strategic Expenditure Plan (SEP) as project sponsors on the State <br /> Route (SR) 84 Expressway (Project 2A). The SEP requires that the TVTC Funds for <br /> projects be allocated directly to the lead agency identified in the plan for expenditure. <br /> The City of Pleasanton and the City of Livermore are the only local agencies allowed to <br /> receive the TVTC funds, however the Alameda County Transportation Commission <br /> (CTC) will be the lead agency in administering the SR 84 Expressway contract and be <br /> responsible for payment to Caltrans. This agreement outlines the requirements needed <br /> for Pleasanton to pass the TVTC funds to Alameda CTC. The attached Cooperative <br /> Agreement outlines the agreement between the City of Pleasanton and the Alameda <br /> CTC for the request and expenditure of the $12 million dollars in TVTC funds for the <br /> specific use on the SR 84 Expressway Widening— Segment 5 Pigeon Pass to 1-680. <br /> RECOMMENDATION <br /> 1. Approve the attached Cooperative Agreement (Attachment 1) between the City of <br /> Pleasanton and the Alameda County Transportation Commission for the allocation <br /> and disbursement of$12 million in Tri-Valley Transportation Council Development <br /> Fee funds for the SR 84 Expressway Widening— Segment 5 Pigeon Pass to 1-680. <br /> 2. Authorize the City Manager to execute the Cooperative Agreement. <br /> FINANCIAL STATEMENT <br /> There are no local funds included in this Cooperative Agreement. The City of <br /> Pleasanton will act as the pass-through agency, collecting the funds from the TVTC <br /> treasurer, then forwarding the collected funds to the Alameda CTC. There is no financial <br /> impact as a result of this Cooperative Agreement. <br />
