<br />Resolution No. PC-99-57 <br />Page 2 <br /> <br />properties. The proposed development is consistent with both the General Plan <br />and the North Sycamore Specific Plan. <br /> <br />3. The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features ofthe site: <br /> <br />Throughout the design of this project, consideration has been given to minimizing <br />any potential impacts on the adjacent residential developments. The project has <br />been conditioned so that future grading would be minimized. The design <br />guidelines have been developed so that future structures respect the architectural <br />design and privacy of the surrounding development. A condition of approval <br />requires view studies for Lots #3 and #4, which will ensure the development's <br />compatibility with the surrounding area. <br /> <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />Grading of the site would be limited. The proposed design guidelines specify that <br />subsequent development shall minimize grading to the extent possible. Final <br />grading requirements which may be necessary to accommodate future homes will <br />be subject to design review approval to ensure compliance with this condition. <br />All ofthe project improvement plans will be reviewed and approved by the City <br />for their compliance to standard soil erosion control practices. <br /> <br />5. Streets and buildings have been designed and located to complement the <br />natural terrain and landscape. <br /> <br />The proposed lotting pattern has been designed to make the best use of the site for <br />the lots. While a number of the existing trees will be removed, mitigation <br />measures have been developed to offset the removal of the trees. The design <br />guidelines have been developed to promote a continuation of the existing rural <br />quality ofthe area. <br /> <br />6. Adequate public safety measures have been incorporated into the <br />design of the plan. <br /> <br />Necessary public safety measures have been incorporated into the design of the <br />plan.
