For each mobile home as defined herein, the sum of $420 00. - For each commercial or industrial building as defined herein or other miscellaneous unclassified uses a sum "C" established by the following formula: C = V x 1/3 102,200 (1 + BOD + ss) x $735.00 250 300 where: V = Estimated total yearly volume of discharge from the building, in gallons; BOD = Estimated average BOD of the waste discharged; ss = Estimated average suspended solids of waste discharged· In the event that any of the factors V, BOD or ss are found to have been estimated too low or too high such that the collected fee was 10% or more lower or higher than the correct fee; or if the customer's discharge has been increased in volume or strength, the City shall bill or reimburse the customer~ for the difference in connection fees Payment of any such additional fees shall be a condition of continued service by the City. No reimbursement shall be due if the customer has reduced the volume or strength of discharge. Any change in use or addition requiring greater capacity in the sewerage system will require the payment of additional fees at the rates estab- lished by this article as a condition of continued service. Upon application and good cause shown, the City Council may in its sole discretion waive any of the charges herein provided for. All measurements, tests and analysis of the characteristics of water and wastes to which reference is made in this chapter shall be deter- mined in accordance with the llth Edition, or subsequent editions, of the "Standard Methods for the Examination of Water and Sewage" published jointly by the American Public Health Association and Federation of Sewage Works Association, and shall be determined on samples from the inspection facility. In the event that no special facility has been required, the point of inspection shall be considered to be the downstream manhole in the public sewer nearest to the point by which the building sewer is connected to the public sewer. For each dwelling unit tributary to the sewage treatment plant owned and operated by the City of Pleasanton there shall be imposed a surcharge in order to finance acquisition of additional sprink- ler facilities and irrigation fields to accommo- date the sewage burden generated by additional connections consistent with and in addition to the connection charges provided for in (a) hereof:
