This ordinance shall be published once within 15 days after its iiadoption in "THE TIMES", a newspaper of general circulation, pub- iilished in the City of Pleasanton and shall be in force immediately upon its enactment pursuant to ~36937 of the Government Code as an excise tax levied upon connection to and use of the sewer treatment 'plant of the City of Pleasanton in order to fund the usual and {tcurrent expenses related thereto.
