<br />Resolution No. PC-98-63 <br />Page 2 <br /> <br />Full public street infrastructure including curb, gutter, and <br />sidewalks; streets and bus-stops; and water, storm, and sanitary <br />sewer lines are present to serve the proposed development on this <br />site. All on-site infrastructure shall be installed by the project <br />developer. <br /> <br />2. The proposed development plan is consistent with the Pleasanton <br />General Plan. <br /> <br />The site is designated for RetaillHighway/Service Commercial, Business <br />and Professional Office uses by the Land Use Element of the Pleasanton <br />General Plan. The proposed convenience market and self-service service <br />station would conform to this land use designation. The proposed Floor <br />Area Ratio (FAR) would be 12%, below the 35% average FAR used by <br />the General Plan to calculate holding capacity. <br /> <br />3. The proposed development plan is compatible with previously <br />developed properties located in the vicinity of the site. <br /> <br />The site is an infill property surrounded by a variety of commercial <br />and residential uses. The closest residential use would include the <br />rear yards of single-family homes located approximately 250' 0" <br />southeast of the subject property and existing townhouses located <br />behind Orloff park approximately 300' 0" easterly and 500' 0" <br />northerly ofthe subject property. Within the commercial areas <br />surrounding the site, the Shell full-service service station and <br />Safeway market operate 24-hrs. All other commercial uses and <br />businesses typically operate between the hours of9:00 a.m. to 11 :00 <br />p.m. No complaints have been expressed by neighbors regarding <br />Safeway's and Shell's 24-hr. operations. <br /> <br />4. The development plan is compatible with the natural, <br />topographic features of the site. <br /> <br />The subject property is flat. Minimal grading is required for buildings. <br />Excess storm water runoff will be directed into public street storm <br />drains. <br /> <br />5. Grading proposed in conjunction with the development plan takes into <br />account environmental characteristics and is designed in keeping with <br />the best engineering practices to avoid erosion, slides, or flooding to <br />have as minimal an effect upon the environment as possible. <br />
