<br />Resolution No. PC-98-46 <br />Page 2 <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The General Plan Land Use designation for the site is Retail, Highway, <br />and Service CommerciallBusiness and Professional Offices which permits <br />senior care facilities as commercial establishments in this land use <br />designation. Goal Number I ofthe General Plan Land Use Element calls <br />for the City to achieve and maintain a complete, well-rounded community <br />of desirable neighborhoods, a strong economic base, and a variety of <br />community facilities. The proposed facility would be an important <br />component in establishing Pleasanton as a well-rounded community by <br />providing a needed service for the elderly segment ofthe population. In <br />addition, an affordable program is being developed that meets the <br />lower-income housing objectives as stated in the General Plan. Other <br />specific policies of the General Plan specifically address meeting the needs <br />of the senior population. <br /> <br />3. The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site. <br /> <br />The project site is surrounded by a variety of uses: hospital, single- and <br />multi-family residential, and service commercial and retail uses. Staff <br />believes that the proposed senior care facility would be harmonious with <br />the mixed-use character in the area. In addition, since the subject building <br />would be separated from the adjacent single-family residences by public <br />streets, a 12 ft. soundwall, and existing and proposed landscaped areas, <br />impacts on adjacent residential properties would be limited. The proposed <br />development would require limited grading for the construction of the <br />buildings. <br /> <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />The subject property is relatively flat. Grading will be limited to the <br />building pad, driveways, surface parking, and creation of recreation areas <br />and amenities. City building code requirements would ensure that <br />building foundations, on-site driveways, and parking areas are constructed <br />on properly prepared surfaces. As conditioned, the design of the proposed <br />development would provide adequate drainage to prevent flooding. <br />Erosion control and dust suppression measures will be documented in theebuilding permit plan sets and will be administered by the City's Building <br />and Public Works Departments. <br />
