Impact 4.D-1 <br /> Development facilitated by the proposed Zone would affect levels of service at the <br /> local study intersections under Existing plus Project conditions (for vehicle queue spillback <br /> impeding through traffic on Stoneridge Drive and blocking access to driveways along Johnson <br /> Drive during PM peak hours). <br /> The SEIR evaluates the impact of the proposed Zone related to the potential to add <br /> traffic to local study intersections to the point at which they would operate unacceptably under <br /> Existing plus Project conditions. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Significant and Unavoidable <br /> Finding: Changes have been incorporated into the proposed Zone that would <br /> substantially lessen this impact, however, the changes would not reduce this impact <br /> to a less-than-significant level. Mitigation Measures 4.D-la, 4.D-lb, 4.D-1c, and <br /> 4.D-ld are incorporated into the proposed Zone. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will not be reduced to less than significant. <br /> 1. Implementation of the proposed Zone would result in vehicle queue spillback <br /> that would impede through traffic on Stoneridge Drive and block access to <br /> driveways along Johnson Drive during PM peak hours. <br /> 2. Implementation of Measures 4.D-la,4.D-lb,4.D-lc,and 4.D-ld set forth in <br /> Table 6-1 of the Final SEIR and listed in the MIVIRP will reduce the severity of <br /> Impact 4.D-1; as discussed in the SEIR,even with implementation of these <br /> mitigation measures,this impact would not be reduced to a less-than-significant <br /> level because the improvement described in part 4 of Mitigation Measure <br /> 4.D-ld is within Caltrans right-of-way and requires substantial Caltrans <br /> design review and oversight, and is not under the control of the City. , <br /> Therefore,because the timing of Mitigation Measure 4.D-ld is not certain at <br /> this time,the measure is not legally feasible,though the measure is physically <br /> feasible. Mitigation Measures 4.D-la,4.D-lb,4.D-lc,and 4.D-ld are <br /> interdependent(i.e., all of these measures must be implemented to reduce the <br /> impact to Stoneridge Drive [queue spillback] to less than significant).These <br /> mitigation measures are hereby incorporated by reference and described below. <br /> Mitigation Measure 4.D-la: Commerce Drive at Johnson Drive Intersection. Prior to <br /> the granting of a certificate of occupancy for the first use in Phase I that would generate <br /> 100 or more PM or Saturday peak-hour trips,the City shall install or require the <br /> developer in Phase Ito install a traffic signal and construct a southbound left-turn lane <br /> to Commerce Drive at the Commerce Drive and Johnson Drive intersection.A funding <br /> mechanism for this improvement shall be approved by the City prior to the issuance of <br /> the first building permit for a Phase I use that would generate 100 or more PM peak- <br /> 47 <br />
