equipment used during the construction activities within the EDZ area be equipped <br /> with engines that meet or exceed either U.S. Environmental Protection Agency or <br /> California Air Resources Board Tier 2 off-road emission standards, and are fitted <br /> with Level 3 Verified Diesel Emissions Control (VDEC),which would reduce diesel <br /> particulate emissions by at least 85 percent; or ensure that off-road diesel-powered <br /> construction equipment engines meet interim or final Tier 4 emission standards. <br /> Site(s)affected: All sites within the proposed Zone located within 1,000 feet of <br /> sensitive receptors such as church, school, senior housing, recreational, or other <br /> sensitive uses. <br /> (Draft SEIR,pp. 4.B-14 to 4.B-18.) <br /> Impact 4.B-4 <br /> Operation of uses that would be developed within the area of the proposed Zone <br /> would expose sensitive receptors to substantial concentrations of toxic air contaminants or respirable <br /> particulate matter(PM2.5). <br /> The SEIR evaluates the impacts related to the exposure of sensitive receptors, such <br /> as senior housing or outdoor recreation within the proposed Zone, in close proximity to sources of <br /> toxic air contaminants (i.e., within 300 feet of a fuel station or within 1,000 feet of warehouse <br /> loading docks or Highway I-680). <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes have been incorporated into the proposed Zone that would avoid <br /> the significant environmental effect as identified in the SEIR. Mitigation Measure <br /> 4.B-4,which has been incorporated into the proposed Zone, will reduce the <br /> significant environmental impact to a less-than-significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. Some of the sites within the proposed Zone that would be developed are <br /> within areas of concern related to TAC emissions from one or more <br /> stationary TAC sources. On-road vehicular traffic on nearby highway <br /> segments and arterials could also expose receptors within the area of the <br /> proposed Zone to TAC sources. <br /> 2.
