<br />Resolution No. PC-98-38 <br />Page 2 <br /> <br />2. The plan is consistent with the City's General Plan. <br /> <br />The proposed PUD project, as conditioned, conforms to the General Plan <br />standards for density and site development. At a density of just over 8 <br />dwelling units per acre, the project is within the acceptable range for the <br />PUD-HDR (High Density Residential) designation of 8+ dwelling units <br />per acre. Other applicable General Plan policies with which the project <br />would be consistent include: preserving the character of the existing <br />neighborhood through the design ofthe homes and the orientation of the <br />homes on the lots; zoning and development of an infill site at a density <br />consistent with surrounding properties; providing housing within walking <br />distance of Downtown; allowing higher densities along transportation <br />corridors; maintaining residential acreage currently designated as High <br />Density Residential in the General Plan; constructing residential in-fill in <br />areas where public facilities are adequate; development outside 100 year <br />flood zone areas; and development on stable soils. <br /> <br />3. The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site. <br /> <br />The site is an infill property surrounded by a variety of residential uses. <br />The site is relatively flat. As proposed, only minimal grading is needed to <br />accommodate the three new units, and the new units are substantially at <br />the same elevation as existing homes on the adjacent lots. Grading <br />conducted on the site will be subject to engineering and building standards <br />prior to any development. <br /> <br />4. The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />The subject property is relatively flat. Grading will be limited to building <br />pads and areas surrounding the homes to ensure proper lot drainage. City <br />building code requirements would ensure that building foundations and <br />roadways are constructed on properly prepared surfaces. Drainage on the <br />site has been planned to travel toward the street, where storm water run-off <br />will be collected in the existing curb and drain system. Urban clean water <br />runoff measures will be incorporated into the project through conditions of <br />approval. <br />
