<br />31. The project developer shall provide root control barriers and four inch (4") perfo- <br />rated pipes for street trees and trees in planting areas less than ten feet (10' Oil) in <br />width, as determined to be necessary by the Planning Director at the time of re- <br />view of the final landscape plans. <br /> <br />Building Permit Review: <br /> <br />32. All dwelling units in the developrnent shall be constructed to meet Title 24 state <br />energy requirements. <br /> <br />33. All building and/or structural plans must comply with all codes and ordinances in <br />effect before the Building Department will issue permits. <br /> <br />34. All retaining walls higher than four feet (4' 0") from the top of the wall to the bot- <br />tom of the footway shall be constructed of reinforced concrete or shall be an ap- <br />proved crib wall type. Calculations signed by a registered civil engineer shall <br />accompany the wall plans. <br /> <br />35. The project developer shall submit plot plans for each of the residential lots show- <br />ing building setbacks and a topographic plan showing grading and drainage. Pad <br />elevations, finish floor elevations, retaining walls, easements, and maximum <br />height of the highest structure are to be indicated on the plan. Plans for custorn <br />lots are to be signed by a registered civil engineer. All residential plot plans shall <br />show compliance with 2907(d) and 700l2(d) of the Uniform Building Code. <br /> <br />36. The project developer shall submit two (2) copies of the site soils report to the Di- <br />rector of Building Inspection for third party peer review and the project developer <br />shall pay for such review at the tirne specified by the Director, but in all cases be- <br />fore the issuance of a grading permit. <br /> <br />37. The project developer shall submit record tract grading plans showing: <br /> <br />a.
