The plan is consistent with the City's General Plan. <br /> <br />The North Sycamore Specific Plan was developed to implement the City's <br />General Plan for fue North Sycamore Area. The Sycamore Specific Plan <br />has been found to be consistent with the General Plan policies including <br />development outside 100-year flood zone areas, development on stable <br />soils, construction (future) of semi-custom housing stock, and densities <br />consistent with surrounding properties. The proposed project's land use, <br /> <br />single-family dwelling units, conforms to the NSSP's PUD-Agriculture <br />land use designation for the project site. <br /> <br />3. The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site. <br /> <br />Two additional one-acre lots for single-family homes are proposed with <br />the proposed project. However, until a subdivision map is recorded and <br />subsequent design review applications for the custom homes to be built on <br />Parcels" 1" and "3" are approved, the site will remain in its existing state. <br />The designs for the new custom homes will be required to adhere to the <br />Pun design guidelines as well as policies of the NSSP to retain the rural <br />character of the area, save trees, retain the creek, etc. <br /> <br />4. The grading takes into account enviromnental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the enviromnent as <br />possible. <br /> <br />The subject property is relatively flat. The property is not located in an <br />Alquist-Priolo Study Zone. According to the United States Federal <br />Emergency Management Agency Flood Hazard maps, no portion of the <br />site is located in a flood hazard zone, although creek overflow is an issue <br />which will be addressed so as to prevent flooding of new homes while <br />retaining the creek in its natural state. Grading will be limited to building <br />pads, drainage swales, and circulation areas. The existing stormwater <br />holding capacity of the creek would be increased with the proposed <br />improvements. The subsequent grading to accommodate the custom <br />homes on Parcels" I" and "3" will be limited and will be reviewed with <br />the design review applications for those lots. Grading conducted on the <br />site will be subject to engineering and building standards. Erosion control <br />and dust suppression measures will be documented in the building permit <br />plans and will be administered by the City's Building and Public Works <br />Departments. <br /> <br /> <br />-.. <br />
