Ms. Inman explained Unity Day promotes kindness against bullying and this year, the focus is on <br />uniting everyone together, across the community. She reported ribbons will be tied throughout the <br />City and high schools will have banners where students will pledge to stand together. Television <br />commercials, through the schools' journalism program, will be running, and a "Kindness Rocks" <br />program will be implemented at middle schools. "Be kind" stickers will be distributed at elementary <br />schools. <br />PUBLIC COMMENTS <br />Joe Cunningham asked Council to consider installing strip lights at the comer of Valley Trails and <br />Carlsbad CourtNVay, to warn drivers when a pedestrian wants to cross the street, as it is a blind <br />corner. He also noted the City's water bills are high and wondered if Council would consider <br />having a station where residents could collect reclaimed water. <br />Mayor Thorne requested that staff follow up with Mr. Cunningham on the matter. <br />Robert Cox, owner, Old Town Antiques, reported he has been forced to move from the front, to <br />the back of the building they are in, and have been putting small, A -frame signs on the sidewalk to <br />attract customers. He was told by Code Enforcement, they cannot be used on the sidewalks, and <br />asked regarding the possibility of Council granting him a temporary variance (six months) to let <br />people know they are still there. <br />Mayor Thorne referred him to City staff. <br />PUBLIC HEARINGS AND OTHER MATTERS <br />Items No. 9 and 10 were heard in reverse order. <br />9. Introduction of proposed Memorandum of Understanding between the City of Pleasanton and the <br />Pleasanton Police Officers' Association for term of June 1, 2017 through May 31, 2020 <br />City Manager Nelson Fialho introduced the item, addressed the terms and process and reported <br />final approval will be scheduled to Council's next meeting in October, pending Council's action, <br />tonight. <br />Director of Human Resources and Labor Relations Debra Gill presented the staff report <br />addressing details of the MOU between the City and the Police Officers' Association. She <br />presented background, key elements of the tentative agreement, other proposed changes, and <br />staff recommendations. <br />Mayor Thorne invited comments from the public. <br />Ken McNeill, President of the Pleasanton Police Officers' Association, thanked staff for their work <br />on the agreement and noted the process has been arduous and frustrating. Regardless, the result <br />has been a fair, reasonable, and well-received tentative agreement which was supported by an <br />overwhelming majority of Police Officers. He thanked members of the negotiations team for their <br />hard work and dedication to the process and Council for its support. <br />Mayor Thorne closed public comments. <br />Councilmember Pentin commended staff and the Association working together in supporting the <br />City's Public Safety Officers. <br />City Council Minutes Page 3 of 9 October 3, 2017 <br />
